HomeMy WebLinkAbout2014 Annual Report - Utilitiesro�R SE~y` 2014 Annual Report of the Utilities Committee South Bend Common Council Date: December 30, 2014 To: The South Bend Common Council The Office of the City Clerk From: 5`h District Council Member Dr. David Varner, Chairperson I am submitting the following Annual Report of the activities of the Common Council's Utilities Committee as a requirement of § 2 -10 (i) of the South Bend Municipal Code. This Committee met eight (8) times this year. It is charged with "overseeing the various activities of all enterprise entities including but not limited to the Bureau of Waterworks, Bureau of Sewers and all related entities" pursuant to § 2 -10 (i) (10) of the South Bend Municipal Code. Membership included two (2) citizen members namely Kathleen Petitjean and Chris Huff and four (4) Council Members namely: Dr. Fred Ferlic, Valerie Schey, Karen White, and myself. The Committee reviewed a text amendment to Chapter 17 of the City Code addressing the City's Pretreatment Program, so that the City's standards would be in compliance with EPA regulations. We also reviewed several appropriation requests throughout the year. Much attention also focused on the CSO long -term control plan. Public Works Director Eric Horvath provided an update to our committee in April. Thereafter Dr. Ferlic and myself spent a considerable amount of time in meetings and discussions with the City Administration regarding the feasibility of reassessing this plan. All of these efforts have resulted in the latest update being provided in December by MWH. The overall goal is to "develop a combined sewer overflow plan that saves money and enhances the environment..." A copy of the MWH power -point is on file with the Office of the City Clerk. For this to become a reality, continued due diligence by both the Administration and the Council will be required in order to save tax dollars. Thank you.
