HomeMy WebLinkAbout2014 Annual Report - Zoning and Annexation- � o s 2012 Annual Report of the Zoning and Annexation Committee Date: December 30, 2014 To: The South Bend Common Council The Office of the City Clerk From: Council Member Tim Scott, Chairperson Zoning and Annexation Committee Introduction: A South Bend Common Council I am filing this report on behalf of the Zoning & Annexation Committee, pursuant to § 2 -10 (i) of the South Bend Municipal Code. It highlights some of the Committee's activities involving zoning and special exception requests affecting the land use decisions in the City of South Bend.. Committee Membership: This year's Zoning and Annexation Committee members included: I" District Council Member Tim Scott, Chairperson 2nd District Council Member Henry Davis, Jr., Vice -Chair 3`d District Council Member Valerie Schey, Member Council Member at Large Karen L. White, Member No citizen members served on the Committee this year. Duties and Responsibilities: As noted in the South Bend Municipal Code, the Zoning and Annexation Committee is charge with the following duties: "Oversees the activities related to the Board of Zoning Appeals, recommendations from the Area Plan Commission and the Historic Preservation Commission, as well as all related matters addressing annexation and zoning". Committee Meetings: The Zoning and Annexation Committee met seventeen (17) times this year. The majority of the Committee meetings focused on several rezoning and special exception requests. The Committee also reviewed the proposed fiscal plan for the Deldora Annexation. 2014 Zoning and Annexation Committee Annual Report Page 2 The Committee worked with the staff of the Area Plan Commission on various text amendments to Chapter 21 of the South Bend Municipal Code which resulted in: Modifying the Near Northwest Development Overlay District requirements Modifying the accessory structure provisions to permit Book Huts Modifying the provisions addressing motor vehicles for sale requiring improved setback requirements and requiring a drive lane to avoid stacking of vehicles. It appears that the Z & A brochure which is available from the Council's website and from the Office of the City Clerk continues to be helpful to the public at large on matters which come before the Committee.
