AN ORDINANCE AMENDING THE ZONING ORDINANCE, AND ESTABLISHING AN
HISTORIC LANDMARK FOR THE PROPERTY LOCATED AT 115 SOUTH LAFAYETTE,
IN THE CITY OF SOUTH BEND, INDIANA.
Whereas, the Historic Preservation Commission of South Bend & St. Joseph County has
petitioned for the designation of the following described real estate as an Historic Landmark
pursuant to Ordinance No. 5565 -73, as amended to wit:
Lot 393 Except 60 feet West End, Original Plat of South Bend
Whereas the Historic Preservation Commission of South Bend & St. Joseph County has
recommended the designation of the property as an historic landmark.
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA:
Section 1. That the above described property be, and is here designated and
established as an Historic Landmark under Ordinance No. 5565 -73, as amended.
Section 2. That this ordinance shall be in full force and effect from and after its passage by
the Common Council, approval by the Mayor and its publication.

Please find the attached ordinance which has been prepared for introduction to the Common
Council. The purpose of this ordinance is to establish the property at 115 S. Lafayette as an
Historic Landmark. The described real estate is lot 393, except 60 feet off the west end,
Original Plat to South Bend.
At its Public Hearing held on December 20, 1999, the Historic Preservation Commission
recommended designation of this property to the Common Council. A copy of the Staff's
favorable review and recommendation regarding designation of this property is also enclosed.

Historical Context
This property is located on the west side of South Lafayette Street between West
Washington and West Jefferson Streets, in South Bend, Indiana. It is described
as being lot 393, except 60 feet along west side, Original Plat, of South Bend.
Dr. Edwin R. Dean purchased lot 393 from John Ellsworth in 1900 for $6,500.00
Dr. Dean hired the H.G. Christman Company in 1901 to construct a three story
office building. The "Dean Building" was completed later that year and housed
attorneys, physicians, real estate agents, life insurance agents and proprietary
medical companies. By 1903 a two story addition was added to the structure,
making the building a total of five stories tall.
Dr. Edwin R. Dean was born in Kentucky in 1865. At the age of 13 Edwin was
appointed deputy tax collector of Montgomery County, Kentucky, a position he
held for eight years. He received a bachelors degree in 1888 from Georgetown
College and earned his medical degree from Jefferson Medical College in
Philadelphia in 1900. Dr. Dean moved to South bend in 1902 where he opened
the areas largest medical practice. His first wife, Emma Dunn, passed away in
1903, leaving three children. Dr. Dean remarried a few years later to Bessie
Stover. He continued to operate his medical practice until his death in 1917 at
age 52. Upon his death the Dean Building was inherited by his wife, Bessie, his
sons William and Henry and his daughter, Virginia Dean Jordan.
William S. Dean was born in 1907 in South Bend and married Eleanor Hatcher in
1931. William was the assistant vice president of the Associates Corp, of North
America, until his retirement in 1968. The Dean family continued to own and
operate the Dean Building until 1937 when they sold it to the Compton
Investment Company, which was operated by Lizzie Compton, Francis Compton
and Georgia Compton Walker. The Compton's retained ownership of this
structure for seven years, selling it in 1944 to Frank, Marie, Clinton and Opal
Ketchen.

Frank A. Ketchen was born in Canada in 1897, married Marie and had two
children. Mr. Ketchen was an insurance broker for most of his life. He
eventually retired and moved to Florida in 1958. Frank's brother, Clinton
James Ketchen was born in Canada in 1898 and was also an insurance agent.
He too moved to Florida in 1960. The Ketchen brothers owned and operated
the Dean/Lafayette Building for twenty -one years, selling it in 1965 to Vivian
Turk, Orville Denniston and William Hooton. However, Ms. Turk sold her
interest in the property to Mr. Denniston and Mr. Hooton three years later.
Mr. Denniston was the owner of " Denniston Realty". He and Mr. Hooton
owned this structure until 1973 when it was sold to Bruce Gafill Projects Inc.,
which has been credited with the restoration of the building in the early
1980s. This corporation rented portions of the building to various companies
including assorted government agencies. They owned the building until 1988
when it was sold to the Trust Corp Bank/ South Bend Land Trust, who sold it
in 1994 to the current owner, Schwander @ Company.
ARCHITECTURAL DESCRIPTION
This is a five story Neoclassical style office building with a rectangular plan and
brick foundation. The building boasts brick walls, limestone and terra cotta
details, large brick cornice and brick pilaster with terra cotta Ionic capitals. It
also has a flat roof, internal chimney, articulated front door with limestone
entrance, deeply set glass doors in marble sheathed portico and metal cased
leaf door. The windows are double hung, single panes along the first and second
floor, all with detailed stone jambs, sills and hoods. The remaining floors have
double hung single pane windows with plain terra cotta frames and metal
casings.
RECOMMENDATION
Based on the Historic Preservation Commission's Local Landmark Criteria's
adopted by the Common Council, the building at 115 S. Lafayette has been
recommended to the Common Council for designation as a Local Landmark by
Historic Preservation Commission.
The building meets the criteria in at least three areas:
1.) Its embodiment of elements of architectural design, detail, materials, or
craftsmanship which represents an architectural characteristic or innovation.
2.) Its suitability for preservation.
3.) Its identification with the life of a person of historical significance.

The building fulfills criteria #1 as an excellent example of a turn of the century
Neo- Classical Style office building. The building is rated a significant eleven in
the Indiana Historic Sites and Structures Inventory.
The building fulfills criteria #2 by the integrity of its original construction with
virtually no alterations made to it over 90 years and the fact that it was South
Bends first commercial office building. Its a wonderful example of the Neo-
Classical style of architecture that was so popular in the early 1900s.
The building fulfills criteria #3 by its association with the Dr. Edwin Burke, a
prominent South Bend physician and his family of noted South Bend
Businessmen.
Staff finds that the building meets the criteria for designation as a Local Landmark and
recommends that the Commission send such a recommendation to the Common Council.
