Whereas, the Historic Preservation Commission of South Bend & St. Joseph County has petitioned for the designation of the following described real estate as an Historic Landmark pursuant to Ordinance No. 5565 -73, as amended to wit: Angela Boulevard Bridge, County Bridge No. 00211, of South Bend Whereas the Historic Preservation Commission of South Bend & St. Joseph County has recommended the designation of the property as an historic landmark. The purpose of this ordinance is to establish the Angela Street Bridge as an Historic Landmark. The described real estate is spans the St. Joseph River at Angela Boulevard in South Bend. At its Public Hearing held on January 17, 2000, the Historic Preservation Commission recommended designation of this property to the Common Council. The present structure was opened to traffic on June 24, 1940. The Angela Bridge is a three -span Arch Melan bridge designed by former City Engineer Willian S. Moore who also designed the present Twyckenham bridge as well as the Ash Road Bridge and the Lexington and McNaughton bridges in Elkhart. Mr. Moore was also the advisory engineer for the Citizens Emergency Relief Committee which reported to the Board of County Commissioners for St. Joseph County. The Angela Bridge was part of what was known as the "inner Belt" for truck traffic who's purpose was to route truck traffic around the business district of South Bend. Forty -five percent of the funding for the second bridge project was through the Public Works Administration. Total contract cost for the bridge was 152 - thousand - dollars; 15- thousand - dollars of that amount was to cover the cost of removing the former span which was constructed about 1907. The former structure was found to be too narrow for automobile and truck traffic. During reconstruction efforts the contract was closed when the structure was found to be too unsafe for reuse. The former bridge was dynamited away then the current structure was constructed. The present structure joined what was partially rebuilt and uses the original abutments of the old span. Three - thousand dynamite charges were used to blow away the spans of the original bridge. The blasting resulted in homes being shaken, which knocked lamps and other articles from tables in the immediate area. During construction of this second bridge, ice buildup in the river also resulted in dynamiting. This time the explosives were used to dislodge ice buildup which not only threatened the new spans, but had already crushed the temporary wooden walkway bridge erected a few feet up steam from the construction site. Further excitement was added when workers believed the natural gas main under the river had been ruptured. JAN 2 ' JIM 2000 ARCHITECTURAL DESCRIPTION The Angela Boulevard Bridge is a three arch Melan Style bridge constructed of reinforced concrete having two central pillars with corbelled string course cones at pillar bases and plain spandrels. Rough faced cut stone comprises the facing of the structure. The rating is a significant 12. RECOMMENDATION Based on the Historic Preservation Commission's Local Landmark Criteria's adopted by the Common Council, the bridge at Angela Boulevard and the St. Joseph River has been recommended to the Common Council for designation as a Local Landmark by Historic Preservation Commission. Zo5o RECOMMENDATION The bridge meets the criteria in at least three areas: 1.) Its embodiment of elements of architectural design, detial, materials, or craftsmanship which represents an architectural characteristics or innovation. 2.) Its suitability for preservation. 3.) Its identification with the life of a person of historical significance. The bridge fulfills criteria #1 as an excellent example of an Arch Melan Bridge of the finest quality and craftsmanship. The bridge is rated a significant twelve.i The building fulfills criteria #2 by the integrity of its original construction with virtually no changes to the facade in over 55 years. The building fulfills criteria #3 by its association with William S. Moore, a prominent engineer who served as city engineer for both South Bend and Mishawaka and as the state's first highway engineer. Mr. Moore also pursued a longtime private practice that included the original design for the Logan Bridge in 1922. This bridge was redeicated in honor of him by a resolution of the St. Joseph County Council on the 9th of July, 1976. This resolution officially renamed the bridge from the Logan Street Bridge to the Wm. S. Moore, P.E. Memorial Bridge. Other bridges that Mr. Moore was associated with or designed are the current Angela Bridge and the Ash Road Bridge; as well as the Lexington and McNaughton bridges in Elkhart. Staff finds that the building meets the criteria for designation as a Local Landmark and recommends that the Commission send such a recommendation to the Common Council. jet 3/10/99 JA[1 2 ° d
