Bill 14 -107 — Designating Tax Abatement for 3 addresses in Lake Blackthorn 2. Discussion on a recommendation for the St. Joseph County Economic Development Commission appointment Gavin Ferlic brought the meeting to order. There was a motion to substitute Bill 14 -107 by adding language that makes it a special exception. Kathy Hahn from Community Investment made a brief presentation on the 3 properties at 4946 & 5004 Stern Line Ct. and 4919 Bow Line Court. Steve Cooreman of Cooreman Properties said these 3 houses have already been built. These properties fell between the cracks when the original tax abatement was redone. Said it was a timing issue. He explained that in subdivisions the tax abatements are an important incentive. Val Schey mentioned the fact of people paying for City services instead of septic. Steve Cooreman said most people don't grasp the septic concept. People want the city services, it's a great selling point. Derek Dieter said the police, fire and all the city services all are a big part of it. There was a motion by Val /2nd Derek to send substitute bill 14 -107 to the council favorable. Scott Ford presented the fact that the St. Joseph County Economic Development Commission needs a seat filled. Prior to this year it was always a council member. The law has changed and the council needs to appoint someone other than a council member. This is due to the fact a stipend is received. Val Schey suggested Scott Ford fill the seat and asked Kathy Cekanski - Farrand to investigate if a staff member can be on it. It was said that a mention to any interested parties will be made under special business at tonight's council meeting. Gavin adjourned the meeting. Respectively submitted, Gavin Ferlic, Chairperson
