Agenda: Update on the PSAP 911 call center
Todd Geers gave a presentation on the new PSAP temporary center. 1. Facility
(Temporary) - It is fresh, functional, South Bend moved in last week, Mishawaka in a
couple of weeks, and St. Joe Co. by Dec. 9th. Bid process moving along. 4 million
dollars, low bid 3.9 million
And high bid 4.3 million. 5 bidders total. Have informed the State that we are functional
so the money will keep coming in.
2. Personnel - We have a 10 to 12 member consortium of local PSAPs and they have
established well rounded policies and are working on a manual. We have a modified
schedule and are working on a rotating schedule. 6 on and 2 off.
Karen White — How many City personnel were retained? All but 1 who did not reapply,
But has since decided to apply and they are planning on hiring her to replace one
Employee who has chosen to resign.
Derek Dieter— Is the pay the same? Depends on how you look at it. With the schedule
they would be making less per hour but more per year. Derek — Debatable. Do the
City of South Bend employees vacation roll over? No they will be paid for those days
and then have to earn new. Everyone will have 40 hours by June 2015. For those City
employees with 4 weeks they would have all that vacation back by December. Derek
just wanted City employees to be treated fairly and to retain the same monetary value
on their jobs.
Valerie Schey said she had received some complaints about 911. One caller said it
took 20 minutes before the police showed up and on caller said the phone rang about10
times before if was answered. Technologies problems? — No the delay may have been
because of a cell phone call on the border between Mishawaka and South Bend. The
other problem may have been not enough staff to get phone, high volume time possibly.
Pretty sure nothing on the technology side. Would plan to have all the kinks worked out
by the first of the year. Have a loss of 7 personnel, wants 6 per diem temps to fill in also
wants to start an academy to train people so they are not stuck with too big a loss of
trained people.
Derek requested a tour of the facility after the 15' of the year. Yes
3. Technology — Coming in right where they though it would. Installers have been
selected. Lease payments will be 1 million per year, maintenance payments $600,000
per year. Derek Dieter how are the police reports working out? Three separate
systems or is the County adopting the Citys' reporting and Mishawaka? No still 3
separate systems of reporting right now. Todd said eventually they would like them all
reporting the same. Derek said that would be a huge undertaking and have fun with
that.
