TO MEET WITH THE ELECTED AND APPOINTED OFFICIALS OF THE CITY OF SOUTH BEND SO THAT IT WILL REVITALIZE AND COMMIT TO KEEPING ITS VITAL AND DIVERSE MEDICAL SERVICES OPERATIONS LOCATED AT THEIR SOUTH BEND CAMPUS %fit e,waa; the Common Council of the City of South Bend, Indiana, is proud to recognize that in 1882 the Sisters of the Holy Cross founded South Bend's I" hospital in the city, and this establishment is now known as the Saint Joseph Regional Medical Center; and WAoteaa; the Common Council recognizes that the City of South Bend is the 4s' largest city in the State of Indiana with a population of 107,789; and W e4eaa; the Common Council further recognizes that the City of South Bend is the county seat of St. Joseph County, with the county having a population of 265,559, making it the 4"' largest county in the State of Indiana; and 001wAea,v the South Bend Common Council notes that Saint Joseph Regional Medical Center offers state -of -the art technology and advanced medical procedures which focus on quality care for patients and their families; and Wheiieaa, the latest available information list the Saint Joseph Regional Medical Center, South Bend Campus as having 303 beds; and medical services which include emergency /trauma, heart, cancer, rehabilitation, pediatrics, kidney dialysis, orthopedic, critical care, and OB /GYN; and WA~aa-, the 3,178 jobs at Saint Joseph Regional Medical Center makes it the 4th largest employer in St. Joseph County; and Wh"eaa; currently there are 2,080 full -time jobs and 576 part-time jobs at the Saint Joseph Regional Medical Center, with an additional 522 "as needed" positions; and WAe-we , Saint Joseph Regional Medical Center currently has 802 registered nurses; with a total of 120 on -staff medical physicians and residents; and Wh~aa; the Common Council has learned that a new team of senior managers and a reconstructed Board of Trustees at Saint Joseph Regional Medical Center will be discussing its plans to construct a new hospital and medical campus outside of the City of South Bend which were announced on April 3, 2002; WA~aa; the Common Council notes that Nancy R. Hellyer was named the Chief Executive Officer of Saint Joseph Regional Medical Center last Fall; and that Sharon Kendall will become the Executive Director of the City of South Bend's Department of Community and Economic Development on May 1, 2004; and Wliv�, the Common Council notes that one -half (1/2) of Saint Joseph Regional Medical Center's 14- member Board of Trustees are new, and that the Board has been reduced from a 22 member Board to a 14 member Board; W ~ao, the South Bend Common Council has two (2) new Council Members effective January 1, 2004; one of whom is the 4th District Council Member who represents the District where Saint Joseph Medical Center is located; and Wlwwwa, the Council notes that Mayor Stephen J. Luecke has met with Saint Joseph Regional Medical Center's CEO Nancy R. Hellyer and offered to provide assistance in helping them make needed facility improvements at the South Bend campus; and WAet, aa, the South Bend Common Council acknowledges that on November 24, 2003, it adopted Resolution No. 3271 -03 and that on December 19, 2003, the South Bend Redevelopment Commission adopted Resolution No. 2021, both of which designated the Northeast Neighborhood Development Area which specifically includes the St. Joseph Regional Medical Center as a Redevelopment Sub -Area which will provide opportunities for the master planning of traffic circulation, infrastructure upgrades and the development and redevelopment of open space planning, landscaping and site design controls; W&Aeaa v the South Bend Redevelopment Commission is currently in the process of establishing an "East Bank Village Master Plan" which includes the St. Joseph Medical Center and its campus of 37 acres consisting of nine (9) buildings totaling approximately 800,000 square feet as a prominent institution and of South Bend's "economic drivers" which is located within this area of the City of South Bend; WA~aa, the South Bend Common Council believes that it is imperative for meetings to commence immediately between the top administrative officials of the Medical Center and the City of South Bend, the Medical Center's Board of Trustees', and the South Bend Common Council to explore opportunities and incentives to keep and revitalize the South Bend campus of the Saint Joseph Medical Center. The Common Council of the City of South Bend, Indiana, believes that there is a unique opportunity for representatives of Saint Joseph Medical Center and the City of South Bend, Indiana, to commence a series of meetings for the discussion of exploring incentives and commitments which would be needed to keep the South Bend Campus as the central medical operations for the Saint Joseph Medical Center. Section II. The Common Council believes that with so many individuals being in new positions of leadership, that the parties should commit to meeting as many times as deemed necessary so that all possible scenarios may be discussed to help keep Saint Joseph Medical Center's main campus in South Bend. Section III. The Common Council directs the City Clerk to send certified copies of this Resolution to Saint Joseph Regional Medical Center's Chief Executive Officer Nancy R. Hellyer and to each of the members of their Board of Trustees; as well as to Mayor Stephen J. Luecke and to Sharon Kendall Executive Director - Designee for the City of South Bend's Department of Community and Economic Development; along with a transcript of the portion of the April 12, 2004 Common Council meeting when this Resolution was heard by the Council. Section W. The Common Council of the City of South Bend, Indiana, believes that the Saint Joseph Regional Medical Center is a key and vital employer who needs to be located in the City of South Bend, in light of the many quality and diverse medical services which it provides to our community.
