It would amend the current provisions set forth in Section 9- 17 of the South Bend Municipal Code by changing Fund # 288 to an enterprise fund structure for the South Bend Fire Department. New Section 9 -17.1 would be a companion fund to Fund # 288 which would be created to track capital expenditures in the Fire Department. New Section 2- 170.15 is proposed to be a companion Fund to Fund # 222 which would enable tracking of capital expenditures in Central Services of the Department of Public Works. Section 9 -17 of Article 3 Chapter 9 of the South Bend Municipal Code is hereby amended to read in its entirety as follows: See. 9 -17 EMS Operating Enterprise Fund # 288. (a) The revenues generated by the ambulance /medical user fees set forth in Section 9- 16 shall be deposited into EMS Operating Enterprise Fund # 288. (b) EMS Operating Enterprise Fund # 288 shall operate as an enterprise fund for the benefit of the South Bend Fire Department. Section II. Chapter 9, Article 3 of the South Bend Municipal Code is hereby amended by the inclusion of new Section 9 -17.1 which shall read in its entirety as follows: See. 9 -17.1 EMS Capital Enterprise Fund # 287. (a) The EMS Capital Enterprise Fund # 287 is created to be a companion fund to Fund # 288 for the benefit of the South Bend Fire Department. (b) The EMS Capital Enterprise Fund # 287 shall track capital expenditures of the South Bend Fire Department. Chapter 2, Article 14 of the South Bend Municipal Code is hereby amended by the inclusion of new Section 2- 170.15 which shall read in its entirety as follows: Sec. 2- 170.15 Central Services Capital Fund # 224, (a) The Central Services Capital Fund # 224 is created to be a companion fund to Fund # 222 for the benefit of the Central Services Division. (b) The Central Services Capital Fund #224 shall track capital expenditures of the Central Services Division of the Department of Public Works. Section IV. Jefferson Blvd. South Bend, IN 46601 Re: Ordinance Amending or Adding Three Funds in the South Bend Municipal Code Dear Council President Davis: During the 2015 budget process, the City Administration discussed amending/adding three funds in the interest of promoting greater accountability and transparency. The purpose of this bill is to amend the South Bend Municipal Code for these funds in order to implement the 2015 budget that was passed by the Common Council during October, 2014: • Fund 288 — EMS Operating Enterprise • Fund 287 —EMS Capital Enterprise • Fund 224 — Central Services Capital This bill is respectively submitted for 1" reading at the council meeting on November 10, 2014 and 2" d reading, public hearing, and 3`d reading at the council meeting on November 24, 2014.
