Upon a motion by Mr. Downes, seconded by Mr. Inks and unanimously carried, the Commission
approved the Claims submitted October 30, 2014.

6. NEW BUSINESS
A. South Bend Central Development Area
(1) Staff update on South Bend Chemical Inc.
Ms. Heintzelman noted that South Bend Chemical South Bend Chemical is a small locally
owned business located on South Michigan Street, which we are looking to help with an
approach into their business. This approach will allow South Bend Chemical's trucks access
to their loading and parking areas. The approach is part of their larger project that includes
the repaving, fencing, and overall improvement to their property, thereby allowing them to
expand their business by creating two new jobs.
South Bend Chemical is located in an area that has had difficulty retaining businesses and
these improvements would help them to not only remain, but expand. South Bend Chemical
commits to invest $90,000 into the parking and building improvements, as well as create
two new jobs by December 31, 2016.
Upon a motion by Mr. Downes, seconded by Mr. Inks and unanimously carried the
Commission accepted the staff report and authorized staff to prepare a development
agreement with South Bend Chemical according to the terms stated.
(2) Lease Termination request for 121 S. Michigan St. (Metronet)
Mr. Zeeb noted that Metronet has been leasing space at 121 S. Michigan St. in the Michigan
Street Shops. Pursuant to the lease agreement Metronet has requested to terminate its lease,
effective the end of December 2013. Metronet has outgrown the space and will be looking
to expand its footprint in another downtown location. Staff will work with Bradley
Company and Downtown South Bend to market and lease this space to a new tenant.

Commission approved the lease termination with Metronet, effective December 31, 2014.

B. Airport Economic Development Area

(1) Subdivision of Lots 2A and 2B at Blackthorn Corporate Park(Park Place Blackthorn
LLC)
Mr. Relos noted that Park Place Blackthorn has two buildings with a cement slab between
them, laid in 2002 for a building they never completed. They have someone who wants to
locate there, but that business wants to own its site. Park Place Blackthorn would like to
subdivide its lot to carve out the lot for the new business and allow the size of that lot to be
only 1/3 of an acre. The Blackthorn Owners Association considered the request at its
October 22 meeting and approved the request.
Upon a motion by Mr. Downes, seconded by Mr. Inks and unanimously carried, the
Commission approved the subdivision of Lots 2A and 2B at Blackthorn Corporate Park
(Park Place Blackthorn LLC)

IG. Ratification of Temporary Use Agreements

Upon a motion by Mr. Downes, seconded by Mr. Inks and unanimously carried, the Commission
ratified the Temporary Use Agreements with Ancon Construction for 501 & 503 Lafayette and
1 306 W. Monroe from October 24, 2014 to May 13, 2015 and with Marines Toys for Tots
Foundation for 325-329 Lafayette for October 15, 2014 to January 31, 2015.

7. PROGRESS REPORTS
1 Ms. Hahn noted that three tax abatement declaratory resolutions were approved by the Common
Council on October 27. The first two are related, CBK Land Development and Chase Plastics.
Chase Plastics is the tenant. They are receiving a five-year personal property abatement for
$265,000 worth of equipment. Taxes abated would be $10,783. Taxes to be paid are estimated at
$12,800. CBK Land Development is the real estate holding company. They were approved for a
ten-year real property abatement for construction of a distribution center at a cost of$4,885,376.
Taxes to be abated are estimated at $546,737. Taxes to be paid are estimated at $960,185. The
combined projects will create five jobs by the end of 2019 with a payroll of$143,000. Within ten
years they expect to create 13 jobs with a payroll of$400,000 and maintain twelve jobs with a
payroll of$430,000.
1 Mack Tool and Engineering was approved for a five-year personal property abatement for
equipment costing $1,950,000. That will result in the creation of 35 jobs with a payroll of
$1,456,000 and maintain 60 jobs with a payroll of$3,000,000. Ms. Hahn noted that the equipment
to be purchased with the $4,950,000 is for the next two years. In the next three years they intend to
invest another $3,000,000 for additional equipment.
8. NEXT COMMISSION MEETING

The Next Regular Meeting of the Redevelopment Commission is scheduled for 9:30 a.m.,
November 10, 2014 at Recital Hall, Century Center.
9. ADJOURNMENT
1 There being no further business to come before the Redevelopment Commission, Mr. Downes made
a motion that the meeting be adjourned. Mr. Inks seconded. The meeting was adjourned at 9:50a.m.
