A RESOLUTION OF THE SOUTH BEND COMMON COUNCIL PUBLICLY THANKING THE
MANY INDIVIDUALS AND CONGREGATIONS OF THE UNITED RELIGIOUS
COMMUNITY OF ST. JOSEPH COUNTY FOR DELIVERING
INVOCATIONS AT THE REGULAR MEETINGS OF THE COUNCIL SINCE 1988
JYX&,,w. , the Common Council of the City of South Bend, Indiana, notes that the 1988 Council
Rules Committee consisting of Council President John Voorde, 5d' District Council Member Linus K.
Slavinskas, and Council Member At Large Sean Coleman sponsored a Bill which amended many sections
of the South Bend Municipal Code addressing City Council rules and procedures; and
on March 29, 1988, the Common Council passed Ordinance No. 7862 -88, which among
other things provided that Invocations would be added to the Council's Order of Business at each of its
regular council meetings which are held on the 2 "d and 4d' Mondays of each month; and
4 /i%anua, the practice of opening each Council meeting with a prayer during the Invocation is in
keeping with the ruling handed down by the United States Supreme Court in Marsh v. Chambers, 463
U.S. 783 (1983), which stated that "the opening of sessions of legislative and other deliberative public
bodies with prayer is deeply embedded in the history and tradition of this county"; and
the Common Council would like to publicly thank the many individuals from the more
than twenty (20) denominations represented in St. Joseph County, who have delivered Invocations since
1988 at our Council Meetings with much "compassion and commitment "; and would like to thank in
particular the representatives from the following congregations and organizations:

Section I. On behalf of all of the citizens of the City of South Bend, Indiana, the Common
Council hereby thanks the United Religious Community of St. Joseph County and each of the
congregations and organizations whose representatives have been providing words of inspiration during
the Invocation portion of each Council meeting since 1988; and the Common Council looks forward to
continuing this partnership with these faith -based organizations many years into the future.
Section II . This Resolution shall be in full force and effect from and after its adoption by the
