A RESOLUTION OF THE CITY OF SOUTH BEND COMMON COUNCIL IN
SUPPORT OF THE CONTINUATION OF THE SOUTH BEND ENTERPRISE
ZONE
WHEREAS, the purpose of the Indiana Enterprise Zone Program is to encourage capital
investment, support job creation, and increase employment opportunities for zone
residents; and
WHEREAS, the City of South Bend, Indiana supports the Indiana Urban Enterprise Zone
program under the auspices of the Indiana Economic Development Corporation as well as
the goals and objectives of the South Bend Urban Enterprise Association, leading to a
public /private cooperative effort for redevelopment of distressed properties and renewed
opportunity for more disadvantaged members of the population; and
WHEREAS, the South Bend Urban Enterprise Association Board of Directors has, an
approved 10 year plan, set policy, developed programmatic initiatives, and coordinated
the development and redevelopment of zone property; and
WHEREAS, the South Bend Urban Enterprise Association is causing creative
programming to occur within the boundaries of the Enterprise Zone which will further
business development, and enhance opportunities for Enterprise Zone residents to
improve their quality of life; and
WHEREAS, the City of South Bend, Indiana commits to provide such benefits within its
powers to the enhance the benefits of the Indiana Enterprise Zone program, such as Tax
Increment Financing, Commercial Corridor Program, Community Development Block
Grant, and Tax Abatement among others; and
WHEREAS, Indiana House Enrolled Act 1120 (Public Law 214 -2005) directs the
Common Council of the City of South Bend to adopt a resolution either recommending
the continuing existence, or the termination, of the South Bend Enterprise Zone subject to
the renewal scheduled set forth in IC 4 -4 -6, 1 -3; and
WHEREAS, for the reasons set forth above the Common Council of the City of South
Bend supports and desires the continuing existence of the South Bend Enterprise Zone;
NOW THEREFORE, BE IT RESOLVED by the Common Council of the City of South
Bend, Indiana as follows:
Section I. The South Bend Common Council supports and recommends the
continuing existence of the South Bend Enterprise Zone, subject to the renewal
provisions set forth in IC 4 -4 -6. 1 -3.
Section II. This Resolution shall be in full force and effect from and after its
adoption by the Council and approval by the Mayor.

Dear Council Members:
The attached resolution is being presented on behalf of the Urban Enterprise Association of
South Bend, Inc. (UEA). The resolution will meet the requirement of Indiana House Enrolled
Act 1120 (Public Law 214 -2005) which requires the governing bodies of all existing Zone
communities to recommend either continuing existence, or termination, of their Enterprise Zone
programs. This requirement has a deadline of December 31, 2005.
The previous Council resolution, adopted in October of 2003 approving a plan and requesting a
new 10 year designation from the State was approved, and South Bend is designated for the
period of 2004 -2013. This new resolution is still required to supplement the statement of
support. Upon passage a copy will be provided to the Indiana Economic Development
Corporation, the State entity managing the Zone program.
I will present this resolution at the October 10, 2005 meeting. Please contact, me should you
