SUBJECT: Professional Service Proposal — Jones Petrie Rafinski
Replat and Rezoning of the Cove Block
On September 11, 2014, the Commission approved an MOU with the Board of Public Works,
Parks, and Swing Batter Swing for the development of a professional grade batting facility
next to the Cove. At that time it was acknowledged the entire Cove block was in need of
being replatted and rezoned.
The attached two maps show property ownership and zoning classifications. The block
contains three zoning classifications - Central Business District, General Business, and
Mixed Use. There is also multiple ownership, but is primarily owned by the Commission and
Parks.
Having the block replatted so developable parcels are identified, and rezoned into a
compatible classification, will aid with future development opportunities.
The JPR proposal is in the amount of $9,900 plus costs for postage and fees (estimated to
be $845). Staff requests approval of this professional services proposal in a not-to-exceed
amount of$10,900.

RE: FOUR WINDS FIELD REPLAT AND REZONING SERVICES, SOUTH
BEND, INDIANA
Dear Mr. Relos:
Thank you for contacting Jones Petrie Rafinski (JPR) regarding this project. We have reviewed the
record information we have available for this site as well as met with Area Plan to determine the
optimal process for subdividing this property. After a preliminary review of the proposed layout for
this new subdivision the Area Plan Commission has confirmed that a replat of this area would be
allowed for this subdivision.
The following items will need to be performed in order to prepare and process the replat of this area:
• In accordance with the Title 865, Article 1, Chapter 12, of the Indiana Administrative
Code ("Rule 12"), we are responsible for performing a boundary survey of the parcels
that will ultimately become the replatted area. Rather than preparing a separate
Certificate of Survey Plat, the required by "Rule 12" information will be included on the
face of the replat.
• The proposed lot lines will be drawn per the clients request and the replat will be prepared
per the subdivision replat requirements for the City of South Bend.
• There will be multiple meetings with the Area Plan Commission to ensure that all applicable
requirements have been met.
• Currently the zoning varies for the parcels that will comprise the replat. The Area Plan
Commission has recommended that this site be rezoned to CBD (Central Business District).
We have included fees for pursuing the rezoning of this property should you decide to move
forward with this process.
Given the above considerations, Jones Petrie Rafinski will proved the following services:
Replat of the Four Winds Field block: $6,300.00
Rezoning of the Four Winds Field block $3,600.00
Total fee $9,900.00
Limitations:
• Costs of postage and overnight transmittals will be charged as reimbursable costs.
• Fees for replatting and rezoning will be charged as an reimbursable cost.

Our services will be billed monthly unless the amounts in any month are not significant. Our
monthly statements will include additional charges for reimbursable expenses, such as postage
and overnight transmittal costs, that we incur on your behalf. Payment is due upon receipt of
our invoice. A late charge of 1 1/2 % will be added to any unpaid balance after 30 days. Work
will be suspended on any account which is 30 days past due until the account is paid in full.
Should you have any questions or comments concerning our services or charges during the
course of the work, please bring them to our attention immediately so that any problem can be
resolved quickly.
If the above is acceptable to you, please sign below and return one signed copy of this letter, by
fax or by mail.
