HomeMy WebLinkAbout04-21-14 MBE/WBEMBE /WBE UTILIZATION BOARD APRIL 21, 2014 5:30 P.M. For these minutes and future reference the MBE /WBE Utilization Board will be referred to as the Diversity Utilization Board or the DUB. Eight of the newly appointed DUB were present for this organizational meeting. Also present was Councilmember Valerie Schey who serves the Council as Chair of the Personnel & Finance Committee. Valerie will serve as liaison between the Council and the DUB. She served as Chair of the meeting. Liaisons to the City Administration also present were Jan Hall the City's Diversity Compliance Officer and George King the City Purchasing Manager. DUB, members present were Sam Centellas, Kareemah Fowler, Eric Horvath, Carrie Kosac, Cherri Peate, Joe Shabazz, Sheri Miller Story, and James Summers. Tom Capers was absent. Members of the public attending were Murray Miller and Daniel Vogt. Calling the meeting to order, Valerie Schey stated the first order of business was to elect officers for 2014 -2015. Proper motions, seconds and affirmations were followed resulting in James Summers elected to serve as President, Carrie Kosac to serve as Vice - President, and Kareemah Fowler to serve as Secretary. All candidates were unopposed and were voted unanimously. A housekeeping issue was discussed, namely who was going to assume responsibility for posting notice of meetings to comply with sunshine statues, and who specifically was to be notified and who would take and keep minutes. It was determined the City Clerk would assume the duty. Valerie then called upon Jan Hall who summarized what the DUB had accomplished in the past year. To help bring the new DUB up to speed Jan provided four handouts for the Board: 1. The current MBE /WBE Ordinance 2. Trinal's revised draft preliminary review of South Bend's Ordinance 1 -8111 dated 4 -11 -11 3. A draft of the City's Minority and Women's Business Utilization Plan drafted by the previous DUB 4. South Bend's Diversity Purchasing and Development 2013 Annual Participation Report. It was noted that some of the above material previously considered "deliberative" or for internal discussion only was now considered part of the public record. Through the question and answer process that followed, Valerie was able to identify the two tasks facing the DUB in 2014. The first was to review the current MBE /WBE ordinance discussing the recommendations for change made by the previous DUB and Trinal. (Trinal is the consulting company contracted by the prior DUB to assist with the development of a Diversity Utilization Plan.) Once the DUB settled on ordinance revisions a revised ordinance would be drafted filed and assigned to the Council's Personnel and Finance Committee for review before being submitted to full Council for consideration. Once completed the second major task for the DUB was to develop a Diversity Utilization Plan. This process was to incorporate recommendations previously offered by Trinal, the City Administration and the previous DUB. New suggestions from the current DUB and the public would also be reviewed hopefully resulting in a "best practices "document. Valerie reaffirmed her intent to move this distillation process along in a timely fashion. To that end the DUB decided to meet on Monday, May 5`h, 2014 at 5:00 P.M. in the Council Caucus Room and again on Monday, May 19th, 2014 in the Caucus Room at 5:30 P.M. Valerie adjourned at 6:26 P.M
