SECTION 4. All ordinances or parts of ordinances in conflict
with this ordinance are hereby repealed.
SECTION 5. If any,provisions of this ordinance, or the appli-
cation thereof, is held invalid, such invalidity shall not affect
other provisions or applications of the ordinance which can be
given effect without the invalid provisions or application, and to
this end the provisions of this ordinance are declared to be
severable.
SECTION 6. This ordinance shall be in full force and effect
from and after its passage and approval by the Mayor and due publi-
�Iation thereof as provided by law.
