Charts and graphs for the cash balances are provided in four areas - -total cash, enterprise fund cash, redevelopment fund cash and civil city fund cash. The purpose of this information is to provide a quick overview of the overall liquidity and cash position of the City of South Bend. Property taxes are received in June and December of each year and this will cause the cash balances to fluctuate for total cash, redevelopment fund cash and civil city fund cash. Enterprise fund cash balances will fluctuate based on the receipt of bond proceeds and the spending down of cash on capital projects. Redevelopment fund cash accounts will vary based on capital spending on projects in tax increment financing (TIF) funds. In addition, charts and graphs are provided in the report comparing outstanding debt balances as compared to cash on hand. This information is based on the City of South Bend's Comprehensive Annual Financial Report (CAFR). The purpose of this information is provide a comparison of cash on hand vs. outstanding debt to provide a quick assessment of the strength of the City's financial position.
