EXECUTIVE SESSION JULY 16, 2014 43
The Board of Public Safety met in the Executive Session on Wednesday,July 16,2014 at 8:21 a.m.
The meeting was held in the Board Conference Room, 13th Floor,County City Building,South Bend,
Indiana, for the purposes specified in I.C.5-14-1.5-6.1(b)(2)(A)6(A). Board President
Laura Vasquez and Board Members Eddie Miller, John Collins, Luther Taylor, and Daniel Jones
were present. Also present were Fire Chief Stephen Cox, Police Chief Ronald Teachman, and
Attorney Cory Hamel. Board members did not discuss any subject matter other than the subject
matter as specified in the Public Notice. The meeting adjourned at 9:15 a.m.

REGULAR MEETING JULY 16. 2014
The Board of Public Safety met in the Regular Meeting at 9:23 a.m. on Wednesday,July 16, 2014,
with Board President Laura Vasquez and Board Members Eddie Miller,John Collins,Luther Taylor,
and Daniel Jones present. Also present were Police Chief Ronald Teachman, Fire Chief Stephen
Cox, and Attorney Cory Hamel. The meeting was held in the Board Conference Room, 130'Floor,
County City Building, South Bend, Indiana.
CHANGE IN AGENDA ORDER
President Vasquez informed those present that the Board would address the Fire and Police
promotions first and then return to the agenda order.
POLICE DEPARTMENT
APPROVE HIRING OF PROBATIONARY POLICE OFFICERS — SAMUEL CHAPUT AND
KATRINA ROACH
In a letter to the Board,Police Chief Ronald Teachman recommended the hiring of Samuel Chaput
and Katrina Roach as probationary Police Officers, effective August 17, 2014. Chief Teachman
stated both officers have honorably completed their eleven (11) week obligation in Plainfield,
Indiana. He noted that Katrina Roach will be the twenty-third female officer, bringing the total to
247 now. Chief Cox stated she was a member of the National Honor Society in high school and
maintained a 3.47 GPA in college. Chief Teachman stated Samuel Chaput is a Penn High School
graduate who served his country for over seven (7) years and was a Staff Sergeant upon his
_ honorable discharge. Deputy Mayor Mark Neal congratulated both officers and thanked them for
their honorable service to the City. He welcomed them to the City and noted Mr. Chaput formally
defended his country and will now defend his home land.Upon a motion by Mr.Jones,seconded by
Mr. Taylor and carried, the Chief s recommendation was accepted and approved.

to the territory to be annexed; (2) the method(s) of financing those services; (3) the plan for the
organization and extension of those services;(4)that those services will be provided to the annexed
area within one (1)year after the effective date of the annexation, and that they will be provided in
the same manner as those services are provided to areas within the corporate boundaries of the City
of South Bend,regardless of similar topography,patterns of land use,or population density,and in a
manner consistent with federal, state and local laws, procedures and planning criteria; and(5) the
plan for hiring the employees of other governmental entities whose jobs will be eliminated by the
proposed annexation.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC SAFETY OF
THE CITY OF SOUTH BEND, INDIANA, AS FOLLOWS:
Section I. It is in the best interest of the City of South Bend and the area proposed to be
annexed that the real property described more particularly at Page 14 of Exhibit"A"attached hereto
be annexed to the City of South Bend.
Section II. It shall be and hereby is now declared and established that it is the policy of the
City of South Bend,by and through its Board of Public Safety,to furnish to said territory police and
fire services within one (1) year of the effective date of annexation in a manner equivalent in
standard and scope to similar services furnished by the City to other areas regardless of similar
topography,patterns of land use,or population density and in a manner consistent with federal,state
and local laws,procedures, and planning criteria.
Section III. The Board of Public Safety shall and does hereby now establish and adopt the
Fiscal Plan, attached hereto as Exhibit "A", and made a part hereof, most particularly those
provisions pertaining to police and fire protection at pages 7 and 8 of Exhibit"A",for the furnishing
of said services to the territory to be annexed.

REQUEST FOR HEARING—JOHN HALL
In a letter to the Board, Police Chief Ronald Teachman informed the Board that on June 26, 2014,
Sergeant John Hall was notified by letter that due to violations of the South Bend Police Department
General Order,Department Vehicles/Care and Maintenance,the Chief was recommending Sergeant
Hall be demoted and transferred from the Detective Bureau. Chief Teachman noted that Sergeant
Hall was informed at that time that pursuant to I.C.36-8-3-4.1(b)he had a right to requ est in writing
a Hearing for review of the Charges by the Board of Safety after receipt of notice from the Board.i On
June 27,2014,Sergeant Hall requested a hearing of the Charges be granted.President Vasquez stated
the Board has determined the Hearing will be held on August 7,2014,at 1:30 p.m.in a location to be
confirmed by the Clerk of the Board.

In a letter to the Board, Police Chief Ronald Teachman informed the Board that on June 25, 2014,
Patrolman David Gnoth was notified by letter that due to violations of the South Bend Police
Department Duty Manual, Rules of Conduct, Integrity, the Chief was recommending Patrolman
Gnoth be terminated from the South Bend Police Department.Chief Teachman noted that Patrolman
Gnoth was informed at that time that pursuant to I.C.36-8-3-4(b)he had a right to request in writing

APPROVE PERMANENT PROMOTION TO CAPTAIN—DAVID JESTER
In a letter to the Board,Fire Chief Stephen Cox stated that Firefighter David Jester was placed in the
position of Captain in Special Assignment on June 19, 2013. This special assignment required
several evaluations in order to determine Firefighter Jester's abilities in a leadership position.Chief
Cox noted he has completed all requirements of the position he has occupied in outstanding fashion.
Therefore, he is recommending that Captain in Special Assignment David Jester be permanently
promoted to the rank of Captain,no longer in special assignment effective July 16,2014.Chief Cox
noted Firefighter Jester has done a fantastic job in Special Assignment and has earned the respect of
everyone, including the administrative staff. Upon a motion by Mr. Taylor, seconded by Mr.Jones
and carried, the recommended permanent promotion was approved.
APPROVE REQUEST FOR VOLUNTARY DEMOTION RONALD SIMONS
In a letter to the Board, Chief Stephen Cox requested the Board honor the request for voluntary
demotion to Firefighter First Class for Captain Ronald Simons in order to focus on his position as a
Fire Department Public Education Officer. Chief Cox noted the effective date of this demotion is
July 16, 2014. Mr. Taylor stated he would like to take this opportunity to extend his thanks to Mr.
Simons.He stated he worked with him on the Fire Department and he was an outstanding individual
that was always there for others when needed.Mr.Taylor added he always stood out.Upon a motion
by Mr. Jones, seconded by Mr. Taylor and carried,the voluntary demotion was approved.

Fire Chief Stephen Cox submitted to the Board the monthly report for June 2014 compiled by the
Prevention/Inspection Bureau of the Fire Department. Chief Cox stated he would like to note for the
record the one fatality last month was determined to be a suicide after investigation.He noted it was
not due to lack of response on the part of the Fire Department. Ms. Vasquez stated if there were no
objections, the Board would accept the report for filing as presented.
