Board President Laura Vasquez and Board Members Eddie Miller, John Collins, Luther Taylor, and Daniel Jones were present. Also present were Fire Chief Stephen Cox, Police Chief Ronald Teachman, and Attorney Cory Hamel. Board members did not discuss any subject matter other than the subject matter as specified in the Public Notice. Martin, Jerk REGULAR MEETING JULY 16. 2014 The Board of Public Safety met in the Regular Meeting at 9:23 a.m. on Wednesday,July 16, 2014, with Board President Laura Vasquez and Board Members Eddie Miller,John Collins,Luther Taylor, and Daniel Jones present. Also present were Police Chief Ronald Teachman, Fire Chief Stephen Cox, and Attorney Cory Hamel. The meeting was held in the Board Conference Room, 130'Floor, County City Building, South Bend, Indiana. CHANGE IN AGENDA ORDER President Vasquez informed those present that the Board would address the Fire and Police promotions first and then return to the agenda order. POLICE DEPARTMENT APPROVE HIRING OF PROBATIONARY POLICE OFFICERS — SAMUEL CHAPUT AND KATRINA ROACH In a letter to the Board,Police Chief Ronald Teachman recommended the hiring of Samuel Chaput and Katrina Roach as probationary Police Officers, effective August 17, 2014. Chief Teachman stated both officers have honorably completed their eleven (11) week obligation in Plainfield, Indiana. He noted that Katrina Roach will be the twenty-third female officer, bringing the total to 247 now. Chief Cox stated she was a member of the National Honor Society in high school and maintained a 3.47 GPA in college. Chief Teachman stated Samuel Chaput is a Penn High School graduate who served his country for over seven (7) years and was a Staff Sergeant upon his _ honorable discharge. Deputy Mayor Mark Neal congratulated both officers and thanked them for their honorable service to the City. He welcomed them to the City and noted Mr. Chaput formally defended his country and will now defend his home land.Upon a motion by Mr.Jones,seconded by Mr. Taylor and carried, the Chief s recommendation was accepted and approved. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC SAFETY OF THE CITY OF SOUTH BEND, INDIANA, AS FOLLOWS: Section I. It is in the best interest of the City of South Bend and the area proposed to be annexed that the real property described more particularly at Page 14 of Exhibit"A"attached hereto be annexed to the City of South Bend. Section II. It shall be and hereby is now declared and established that it is the policy of the City of South Bend,by and through its Board of Public Safety,to furnish to said territory police and fire services within one (1) year of the effective date of annexation in a manner equivalent in standard and scope to similar services furnished by the City to other areas regardless of similar topography,patterns of land use,or population density and in a manner consistent with federal,state and local laws,procedures, and planning criteria. Section III. The Board of Public Safety shall and does hereby now establish and adopt the Fiscal Plan, attached hereto as Exhibit "A", and made a part hereof, most particularly those provisions pertaining to police and fire protection at pages 7 and 8 of Exhibit"A",for the furnishing of said services to the territory to be annexed. Chief Teachman noted that Sergeant Hall was informed at that time that pursuant to I.C.36-8-3-4.1(b)he had a right to requ est in writing a Hearing for review of the Charges by the Board of Safety after receipt of notice from the Board.i On June 27,2014,Sergeant Hall requested a hearing of the Charges be granted.President Vasquez stated the Board has determined the Hearing will be held on August 7,2014,at 1:30 p.m.in a location to be confirmed by the Clerk of the Board. This special assignment required several evaluations in order to determine Firefighter Jester's abilities in a leadership position.Chief Cox noted he has completed all requirements of the position he has occupied in outstanding fashion. Therefore, he is recommending that Captain in Special Assignment David Jester be permanently promoted to the rank of Captain,no longer in special assignment effective July 16,2014.Chief Cox noted Firefighter Jester has done a fantastic job in Special Assignment and has earned the respect of everyone, including the administrative staff. APPROVE REQUEST FOR VOLUNTARY DEMOTION RONALD SIMONS In a letter to the Board, Chief Stephen Cox requested the Board honor the request for voluntary demotion to Firefighter First Class for Captain Ronald Simons in order to focus on his position as a Fire Department Public Education Officer. Chief Cox noted the effective date of this demotion is July 16, 2014.
