HUFF DIRECTOR OF PLANNING A communication has been received co -signed by Mr. Wilbur Young, Superintendent, State Department of Public Instruction, and Mr. R. H. Rayburn, Director, Special Edu- cation, recommending that the City of South Bend annex the Northern Indiam Children's Hospital, which area is bounded by Eddy Street, Angela Boulevard, Notre Dame Avenue, and the City Limits lying north of Napoleon Street. Should the City annex the balance of the grounds, it would enable the City school system to accept transfers of children from other school corporations and to extend their special edu- cation program to the Children's Hospital. The communication was sent to the Commission as one agency to initiate and do the necessary paper work in- volved in the annexation procedure, it being difficult and time consuming for the State of Indiana as such to do so.
