The first bill 40 -14 was Chapter 4, Article 4, Section 4 -21 of the Code for further study and review. The request presented by Michelle Adams, the City's Licensing Director. She indicated as she had in her cover letter filed with the bill, that the aforementioned part of the Code regulated "busking' or entertainment by individuals on City sidewalks, mostly downtown. Entertainers wishing to perform were required to get a license and abide by restrictions in the Code. Michelle said 11 licenses had been issued. The second bill 14 -73 would approve an interlocal agreement among the City of South Bend, the City of Mishawaka, and St. Joseph County. The agreement would approve consolidation of Public Safety Answering Points (PSAP) from the current four to two emergency dispatch centers, one new facility and a secondary backup center, that being the current South Bend facility.
