The funds appropriated in this ordinance will aid in defraying the costs of shelter operation and maintenance and in providing essential services and assistance in homeless prevention. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana: Section I. The Sum of $118,833 is hereby appropriated in fund 212 and allocated among accounts as set forth below. This appropriation shall be administered by the Department of Community and Economic Development and its designated subgrantees, in accordance with the 2009 Housing and Community Development (HCD) Action Plan, which is hereby approved and incorporated by reference with respect to the following distributions in 2009: PROJECT NUMBER DESCRIPTION JES 09-1 Center for the Homeless JES 09-2 AIDS Ministries/AIDS Assist JES 09-3 Youth Service Bureau JES 09-4 YWCA AMOUNT $32,096 15,440 26,325 44,972 TOTAL $118,833 Section II. No costs will be incurred or funds expended for any of the programs addressed in this ordinance prior to completion and subsequent certification of the Environmental Review Process specified in Title Twenty-four (24) part Fifty-eight (58) of the Code of Federal Regulations, containing the Environmental Review Procedures for the Emergency Shelter Grants Program, and the receipt of an official release of funds from the U.S. Department of Housing and Urban Development. Jefferson Blvd. Suite 400 South Bend, IN 46601 Dear President Rouse: The attached bill for the Council's consideration and approval will appropriate $118,833 in 2009 Emergency Shelter grant (ESG) funds as part of the 2009 Action Plan of the 2005-2009 Housing & Community Development Plan. As the Council will recall, the proposed allocation of funds was discussed at the Community &Economic Development Committee meeting on October 6, 2008 and made public for the 30 day comment period beginning September 26, 2008. The Plan was also the subject of two public hearings on October 9, 2008. Should there be any questions on this bill please contact me at 235-5845.
