The Board of Public Safety met in the Public Agenda Session at 8:03 a.m. on Wednesday, June 18,
2014 in the Main Classroom, Fire Department Training Center, 710 E. Sample St., South Bend,
Indiana, with Board President Laura Vasquez and Board Members Eddie Miller, John Collins,
Luther Taylor, and Daniel Jones present. Also present was Fire Chief Stephen Cox, Police Chief
Ronald Teachman, and Attorney Cory Hamel.
Board members discussed the following agenda items:
- Meeting Agenda
The Board discussed and determined they would move the Police Department to first on the agenda
and move the Fire Statistics up to the first item on the Fire Department section. After review of those
agenda items, they determined they would move to the adjacent CPAT building for the swearing -in
of ten (10) Firefighters to allow room for their families. After the swearing -in, the Board determined
they would return to the Classroom for the Privilege of the Floor, to allow for families to remain and
visit and take pictures while the Board finished up their regular meeting.
- Employee of the Month — Police Department
Chief Teachman noted that Patrolman Theodore Robert was selected as Employee of the Month for
the month of May, 2014. He explained the practice of the Police Department is to recognize the
employee of the month with a framed picture and a narrative in the hallway of the Police Station that
details why they are selected. Chief Teachman added that he would discuss this in more detail during
the regular meeting.
- Police Department Statistics
Chief Teachman noted that Part 1 crime statistics are still down overall by 4 %, but he is alarmed by
the number of murders year -to -date. He stated there were seven (7) murders year -to -date, which is a
250% increase. He noted he is also troubled by the rape numbers, adding that they are now talking
apples to apples in comparison with last year's rape numbers and the new FBI guidelines. He stated
there is no research on this to determine if it's a lifestyle problem. He stated he suspects that rape is
the least likely crime to be reported. Chief Teachman explained that insurance requires a report to the
Police on break -ins and robberies and other types of crimes, but it is not a requirement of rape so it is
less likely to be reported. He added there is no baseline to measure that. He informed the Board of a
Federal study being done on why rape and abuse is under - reported in Indiana. He added that
deportation concerns are thought to affect reporting, explaining that immigrants that are abused
either sexually or physically fear deportation and don't report the crimes. Mr. Jones asked if the City
oversees sexual assaults on the Notre Dame campus. Chief Teachman stated they do not unless the
crime happens to the student while in the City limits.

The Board of Public Safety met in the Executive Session on Wednesday, June 18, 2014 at 8:19 a.m.
The meeting was held in the Main Classroom, Fire Department Training Center, 710 E. Sample St.,
South Bend, Indiana, for the purposes specified in I.C. 5-14-1.5-6. 1 (b)(2)(A)6(A). Board President
Laura Vasquez and Board Members Eddie Miller, John Collins, Luther Taylor, and Daniel Jones
were present. Also present were Fire Chief Stephen Cox, Police Chief Ronald Teachman, and
Attorney Cory Hamel. Board members did not discuss any subject matter other than the subject
matter as specified in the Public Notice. The meeting adjourned at 9:15 a.m.

REGULAR MEETING JUNE 18, 2014
The Board of Public Safety met in the Regular Meeting at 9:21 a.m. on Wednesday, June 18,20t4,
with Board President Laura Vasquez and Board Members Eddie Miller, John Collins, Luther Taylor,
and Daniel Jones present. AIso present were Police Chief Ronald Teachman, Fire Chief Stephen
Cox, and Attorney Cory Hamel. The meeting was held in the Main Classroom, Fire Department
Training Center, 710 E. Sample St., South Bend, Indiana.
APPROVE MINUTES OF PREVIOUS MEETING
Upon a motion by Mr. Jones, seconded by Mr. Miller and carried, the Board approved the Minutes of
the Public Agenda Session, Executive Session, and Regular Meetings of May 21, 2014 as presented.
POLICE DEPARTMENT
ACCEPT RECOMMENDATION FOR EMPLOYEE OF THE MONTH — APRIL 2014
In a letter to the Board, Uniform Division Chief Scott Ruszkowski stated that Pfc. Theodore Robert
was selected as Employee of the Month for April, 2014. The award is to recognize officers, civilian
employees, on the South Bend Police Department who have demonstrated actions noted by
supervisors or citizens from both a professional law enforcement position and in support of the
community policing efforts with the citizens of South Bend. Chief Ronald Teachman stated he would
submit the narrative that was framed at the Police Station for the Board to review.
There being no further discussion, the Board accepted the recommendation for employee of the
month for April, 2014 as presented.
FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — MAY 2014
Chief Teachman stated in addition to the monthly statistics, he will submit the shot spotter records to
the Board for their review. Ms. Vasquez indicated that unless there were questions or objections by
members of the Board, the statistical analysis report for the month of May, 2014, as submitted by the
Police Department, would be accepted for filing. There being no objections, the following report
was accepted for filing:

MEETING RECESSES AND RECONVENES
The Board recessed at 9:29 a.m. and moved to the Training Facility CPAT Building for the swearing
in of probationary Firefighters, The meeting reconvened at 9:35 a.m.
APPROVE HIRING OF PROBATIONARY FIREFIGHTERS AND SWEARING IN OF
PROBATIONARY FIREFIGHTERS

In a letter to the Board, Chief Stephen Cox, recommended that the above individuals be accepted for
employment on a probationary basis with the South Bend Fire Department effective June 18, 2014,
Chief Cox noted that all of the firefighters have successfully completed a twenty (20) week recruit
academy with a focus on teamwork, skills competence, physical fitness, and acquisition of the
appropriate state certifications including Firefighter 1 and 2 and EMT -Basic certification. Upon a
motion made by Mr. Miller, seconded by Mr. Jones and carried, the recommendation for the above
individuals to be accepted for employment as probationary firefighters was approved as outlined
above.
Battalion Chief John Corthier addressed those present and congratulated the new firefighters. Chief
Steve Cox and Deputy Mayor Mark Neal presented the candidates with their Certificates of
Graduation and addressed those present, congratulating and welcoming the new firefighters and their
families. The family members of the firefighters were asked to j oin them in standing for the swearing
in. Mr. John Voorde, City Clerk, administered the Oath of Office to the above listed individuals, and
Deputy Mayor Mark Neal pinned their badges on. The Board wished them well in their endeavors
with the South Bend Fire Department.

MEETING RECESSES AND RECONVENES
The Board recessed at 10:15 a.m. and returned to the Training Center Classroom for the remainder of
the meeting. The meeting reconvened at 10:23 a.m. in the Training Center Classroom,
PRIVILEGE OF THE FLOOR
Mr. Anthony Ross stated he would like to address the Board as a minority member of the Police
Department. Mr. Ross read a prepared statement to the Board regarding a letter previously submitted
to the Board requesting a formal investigation into charges of alleged discriminatory actions and
abuse of authority on the part of Police Chief Ronald Teachman. Mr. Ross stated he is requesting an
independent, outside investigation of the charges stated in the letter. Mr. Ross presented the Clerk of
the Board a copy of the statement for the Board's records.
ADJOURNMENT
There being no further business to come before the Board, upon a motion by Mr. Jones, seconded by
Mr. Taylor and carried, the meeting adjourned at 10:27 a.m.
