As a result of our correspondence, ewe understand the need for Architectural Sereices to assist vour
organization in chtcrior and lobby bid packages fhr the WNfT New F3uilding.

We intend to provide the following services to assist v_ ou in the documentation and adminisUation
of the conslluction process.
,S'urvey - A^ existing survey completed in 2006 will be used by WNIT. WHIT ~~'ill
decd the exterior aixl lobby to the City. l'he '1'roycr Group will not be required to be
involved with this process.
2. Nar~icrnces -The Department oC Commw~ity d Economic Planning will provide all the
necessary services for obtaining variances for the encroachment of die building on the
right-of-way and allrnving "Jumhotron" monitors that will he mounted in the curtain
wall as illustrated in the renderings and construction documentation. Per your
direction, The Troyer Group wiU not need to he involved with this process.
3. Construction Docnnaentution - The Troyer Group ~~~ill i~~odify our existing
constriction documentation by hatching the area not to be included and adding notes
clarifying the City's Qid Package/WNIT's Bid Package. A Division 0 aid I
S}~ecification Manual, specifically for this project, will be developed ~~~ith the help of
Carl Littrell. V1NI"t is cun~ently soliciting bids for a Construction Nlanagemeut firm
that ~.~-'til help identify the final alternatives to be added to the. bid tabulation.
We ~-stimate 4U hours of architectural modification time, 8 hours of structural, 24 hours
of mechanical, and 40 hours of electrical time will be needed along ~~`ith 20-40 hours of
final coordination and rcvie~ar. The Division 0 and 1 Specification Manual ~oill tale an

additional H hours plus [or editing, review ~r~ith ('art, and final typing. ~'1'e submit a
Tixed fee of 521,000.00 (TF~~cuh~-one Thousand Dollars and 7,ero Cents) plus
reimbursable expenses billed at their cost times 1.2 (one and hi'o teutlu).
4. 13id~lrn~ -Once the documartation is con~ple[e, the City will advertise fo:~, receive and
tabulate bids for the project. ~1'he ~hroycr Group anticipates questions during the
bidding process along with potcariially sonic clarifications that ~r~ill recd to be issued
through addendum(s). The Troyer Group will review and recommend a successful
bidder to the City. A't'e propose doing this phase of the project at time and expense
(2.85 times our direct billable cost) plus reimbursable expenses (times 1.2) and
estimate that the cost ~~ould he X2,500 to $10,000.
5. Constr~~ctiai Adrninish~ation - We understand The Bureau of Public Construction will
handle all the construction administration with the exception oC rr~hat is required by the
Architect/Engineer for certification of the construction; our assumption is (hat the.
construction contract will also be handled by the Bureau. The lollor~-ing arc services
that need to be provided by The Troyer Group:
a. Shop drawuigs re~~ie~~~ Structural rebar, structural steel, the ciutr~iu tivall system.
mechanical equipment. electrical equipment. and misccllar,eous other shop
drawings will need to be reviewed by the certifying Archilcct~Hnginecr. ~~'e
propose doing this phase of the project at time and expense (3.85 times our
direct billable cosf) plus reimbursable expenses (times 1.2) and estimate tJ~at
the cost would be $8,000 to $12,000.
b. Consh'uction Observatio^ -The Architect of Record should mahe obsuvation
field visits as follows: Kick-off meeting, 1-? visits during Demo, I-2 visits as
curtain wall is installed, 1 for finish observation, and 1 for the final punch. "l~hc
St~zictural Engineer will need to visit as follor~-s: 2 visits during dcoro. ~~~hen rebar
fs installed, and 3 visits during steel erection. "I~he Mechanical }-;ngiueer needs to
visit during rough-in of equipment, above ceiling punch priur to ceiling installation,
and for final punch. "1'he Llccu~ical Engineer needs to visit after conduit rough-in
but prior to drywall installation, and hor the final review/punch. We propose d~~ing
this phase of the project at time and expense (2.85 times our direct billable
cost) plus reimbursable expenses (times 1.3) and estimate that the cost would
be $10,000 to $15,000.
c. Request for Information /Proposal Requests - It is unkno~~~n how much time will
be reyuircd for the RFI's J PR's. We assume the Bureau will handle the majority of
this wak, but the certifying Architect will need to knoe~~ what had been ahcred
from the original documentation. V~~e propose doing this phase of the project at
time and expense (2.85 times our direct billable cost) plus reimbursable
expenses (times l.3).
d. Certificate of Payment Review Since regularly scheduled obscrr-anon field visits
are not requested, die Certification of Pa_vmcnt will Head to be completed by the
Bureau of Public Construction.

The 'froycr Group bills monthly. Consequently. at the beginning of each month you ~~~ill rccci~~c n
statement covering the time and expenses incurred during the prc~~iou, month. Payment is due
~y'ithin thirty (30} days after statement date A late payment charge of 1-U2`% per nu~nth is applied
against unpaid amounts commencing thirty (30) days after statement date.
