Hickory Rd. Bill 30 -14 Zoning -1707 South Bend Ave. Bill 14 -59 Zoning -2324 Elwood Ave. With full Committee present as well as all other Councilmembers, Chairman Tim Scott called the hearing to order noting four bills on the agenda. Other present were Erin Blasko, Mel Reed, Brandy Gatorano, and Kathy Cekanski - Farrand. The first bill reviewed, 27 -14 was a request from Kyle D. Bach to rezone property at 1022 201h St. from SF2 and MFl to Urban Corridor Multifamily. This request is part of a larger project to renovate three buildings into student oriented apartments. To facilitate the project the Council, at an earlier meeting approved an alley vacation for parking and safety concerns in the same area. The Area Plan Commission (APC) had previously given this request a unanimous favorable recommendation. This was a sub. bill. Christa Ford from APC staff explained the project answering Councilman Derek Dieter's question about adequate parking. There were no questions from the public. Doug Merritt representing the petitioner was present to answer any questions. Upon a motion by Derek Dieter seconded by Gavin Ferlic the bill was sent to Council with a favorable recommendation. Bill 28 -14, also a substitute bill, was a petition to rezone property at 605 N. Hickory Rd. from CB community business to GB general business along with a request for a variance to allow a mini - warehouse. Christa Ford from the APC staff explained the request. She said it was for the old Steve & Barry's Outlet /Martin's /Target Building on Hickory. The petitioner hoped to convert this vacant space into an indoor storage facility of nearby 121 thousand sq. ft. Additional outdoor storage would never exceed 24,000 sq. ft. Mike Danch represented the petitioner. He answered Council questions indicating all landscaping and setback requirements would be met. Hel also reported a unanimous favorable recommendation from the Area Plan Commission. The Council added additional landscaping, lighting, requirements before sending the bill favorably to full Council with those contingencies. Derek dieter had made the appropriate motion, seconded by Gavin Ferlic before it was affirmed by all. The next agenda item, bill 30 -14, was a petition to rezone 1707 South Bend Ave. from LB local business to GB general business. Christa Ford explained the petitioner hoped to expand a vacant building damaged by fire. She reported the APC had heard the proposal and given it a favorable recommendation. In that the petitioner was not present, bill was given no recommendation on a motion by Gavin Ferlic, seconded by Henry Davis and affirmed by all.
