A motion was made by Councilman Erler to amend the ordinance to request the sum of
Twenty -five Hundred (;2500.00) Dollars for the fiscal year. Motion seconded by
ICouncilman Korpal. Passed by roll call vote of 8 ayes and 1 absent.

An ordinance providing for Additional Personnel in the
Office of the Traffic Violations Department of South Bend and ap-
propriating from the General Fund of the City of South Bend the

sum of Three Thousand Dollars to the Budgetary Item, SERVICES -
PERSONAL, in the Office of the City Judge, Repealing any and all
Conflicting Ordinances and Declaring an Extra Ordinary Emergency.
It has been brought to the attention of the Common Council
of the City of South Bend that there is a need for extending the
opening hours of the Traffic Violations Department; and,

The convenience of the public requires that holders of
(traffic tickets denoting violations of traffic laws be accorded th
opportunity of appearing in response to receipt of such tickets an
of paying fines imposed by law at hours extending beyond the clos-
ing hours of said Traffic Violations Department, and
WHEREAS
The Dresent volume of business and Dresent volume of
records- maintenance precludes the timely mailing by present person
nel to owners of motor vehicles,. to which a NOTICE TO APPEAR has
been affixed, of letters of warning informing such owner of the
violation, as required by a currently effective ordinance, namely
Section #25 of Ordinance #3200 and,
WHEREAS
The present volume of business after current closing '
hours creates a burden upon personnel of the Police Department
in the matter of processing traffic violation tickets 'issued to
automobile owners who come to the City Hall after 4:30 P.D4., and
WHEREAS
It is desired that such traffic violations department be
open until 9:00 P.M. local time; on Saturdays to 5:00 P.M. and on
holidays, excepting Sundays,
NOW BE IT ORDAINED by the Common Council of the City of South
Bendy Indiana,
Section 1. That,.'for the purpose of the orderly operation of the
Traffic�Violations Department, there is hereby appropriated from
the General Fund of the City of South Bend, Indiana, the sum of
Three Thousand Dollars for the uses and purposes of the following
budgetary item in the budget of the City of South Bend, for the
year 1956, to wits .

Section 2. That any and all ordinances in conflict with Section
1 of this ordinance be and the same are hereby repealed.
Section 3. That the sum of money enumerated in Section 1 of
this ordinance is required for the proper operation and function
of the aforementioned office of the government of the City of
South Bend, Indiana, and an extra ordinary emergency is
declared to exist concerning said appropriation.
Section 4. That this ordinance shall be in full force and effect
from and after its passage by the Common Council, its approval
by the Mayor and the fulfillment of all statutory requirements
relating to extraordinary emergency appropriations.
