HomeMy WebLinkAbout10/22/08 Board of Public Safety MinutesBE The Board of Public Safety met in the Public Agenda Session at 8:05 a.m. on Wednesday, October 22, 2008 with Board President Donald Alford, and Board Members Juanita Dempsey, Patrick D. Cottrell, Bruce J. BonDurant, and Jack Reed present. Also present were Attorney Cheryl Greene, Police Chief Darryl Boykins, and Fire Chief Howard Buchanon. The meeting was held in the Board of Public Works Meeting Room, 13'h Floor County City Building, South Bend, Indiana. Ms, Greene noted the addition to the agenda of Police Department monthly statistics for the month of September, and a retirement from the Fire Department. Martin, Clerk REGULAR MEETING OCTOBER 22, 2008 The Board of Public Safety met in the regular meeting at 9:17 a.m. on Wednesday, October 22, 2008, with Board President Donald Alford, and Board Members Juanita Dempsey, Bruce J, BonDurant, Patrick D. Cottrell, and Jack Reed present. Also present were Police Chief Darryl Boykins, Fire Chief Howard Buchanon and Attorney Cheryl Greene. REGULAR MEETING OCTOBER 22, 2008 The meeting was held in the Board of Public Works Meeting Room, 13"' Floor, County City Building, South Bend, Indiana. ACCEPT MINUTES OF PREVIOUS MEETINGS President Alford advised that if there were no objections by members of the Board, the minutes of the Public Agenda Session, Executive Session, and Regular meetings of the Board held on October 1, 2008, and the Special Meeting held on October 8, 2008, would be accepted as presented. Vvt--IEAi-�AS, there has been submitted to the Common Council of the City of South Bend, Indiana, an Ordinance and a petition • all (100%) property owners which proposes tho annexation of real estate located in Clay Township, St. Joseph County, Indiana, which is mor* particularly described at Page 16 • Exhibit "A" attached hereto; and NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC SAFETY OF THE CITY OF SOUTH BEND, INDIANA, AS FOLLOWS: Section I. It is in ihe best interest of the City of South Bend and the area proposed to be annexed that the real property described more particularly at Page 16 of Exhibit "A" attached hereto be annexed to the City of South Bend. REGULAR MEETING OCTOBER 22, 2008 Section III. The Board of Public Safety shall and does hereby now establish and adopt the Fiscal Plan, attached hereto as Exhibit "A", and made a part hereof, most particularly those provisions pertaining to police and fire protection at pages 5, 6, and 7 of Exhibit "A", for the furnishing of said services to the territory to be annexed. BonDuy-zol Reed Attest: s/Linda Martin, Clerk APPROVE SPECIAL POLICE COMMISSIONS — INDIANA UNIVERSITY SOUTH BEND POLICE DEPARTMENT - 2008 In a letter to the Board, Police Chief Darryl Boykins recommended that Special Police Commissions be issued to the following security officers of Indiana University South Bend: Upon a motion by Mr. BonDurant, seconded by Ms. Dempsey and carried, the above Special Police Commissions were approved, KWO Orwit's. There being no further discussion, the donation was accepted and filed. i FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — SEPTEMBER 2008 Mr. Alford stated that unless there were questions or objections by members of the Board, the statistical report for the month of September, 2008 as submitted by the South Bend Police Department, would be accepted for filing. Mr. Leone stated that although the City and the Union were unable to come to an agreement on terms of a new contract, they did agree to the Letter of Understanding outlining changes in the terms of the old contract regarding hiring and promotions. He noted the Letter of Understanding would be effective through 2009. Upon a motion by Mr. Cottrell, seconded • Mr. Reed and carried, the Letter of Understanding was approved. Mr. Todd Skwarcan, Vice-President Firefighter's Local 4362, was present to sign on behalf of the Union. FILrNQ OF MONTHLY STATISTICAL ANALYSIS REPORT — SEPTEMBER 2008 Chief Howard Buchanon submitted to the Board the monthly statistical analysis report for thq month of September, 2008 compiled by the Prevention/Inspection Bureau of the Fire Department.
