An Ordinance establishing a new schedule
of rates and charges for services rendered
by the waterworks system of the City of
South Bend.
WHEREAS, the Common Council of the City of South Bend has
authorized the making of extensions and additions to the mniciPal
waterworks of said City for the purpose of providing an adequate
supply of water at proper pressure to the inhabitants of the City
and protecting properly the health, well -being and property of
the City and its inhabitants; and
WHEREAS, in order to procure the necessary funds to pay
the cost of construction and installation of said extensions and
additions it is necessary for the City to issue and sell water-
works revenue -bonds payable solely out of the revenues of said
waterworks system, which revenues under the existing schedule of
rates and charges are insufficient to enable the City to finance
the needed extensions and additions; and
WHEREAS, the Common Council now finds that the existing
rates and charges for the use of and service rendered by the
waterworks of said City are too low and are insufficient to
enable the City to properly operate its waterworks plant, pro-
vide for depreciation, and finance said extensions and additions;
that the proposed extensions and additions will improve the
service rendered by said waterworks system and make the same
of greater value to the City and its inhabitants, and that the
existing rates and charges should be increased; now therefore,
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
Section 1. That there shall be and there are hereby
established for the use of and the service rendered by the
waterworks system of the City of South Bend, the following
rates and charges, based on the use of water supplied by said

(f) .Temporary Service (Minimum charge payable in advance)
Temporary service where metered shall be calculated
upon the registration of meter or meters installed at the
approved meter rates. In such cases as the utility may
deem it impracticable to install a meter for temporary
service, there shall be a minimum charge of $5.00. If
the water consumption computed at approved rates is known
to be in excess of the $5.00 minimum charge, an authorized
agent of the utility shall have the right to estimate said
water consumption and the estimated consumption shall be
billed at the approved meter rates.
(g) Collection or Deferred Payment Charge
All bills for water services not paid within fifteen
(15) days from the due date thereof, as stated in such
bills, shall be subject to a collection or deferred payment
charge of 10% on the first $3.00 and 3% on the excess over
$3.00.

Section 2. This ordinance shall be in full force and
effect from and after its passage; provided, however, that
the schedule of rates and charges herein set out shall not
become effective unless approved by the Indiana Public Service
Commission or until such time as said Commission shall direct.
Passed and adopted by the Common Council of the City
of South Bend, on the .41-day of 1960.
