The three subject properties, along with others, will begin the process for being placed on the South Bend Central Development Area Acquisition List at the meeting on November 17'x'. I hereby submit a proposal for appraisal services for the above referenced subject property. The appraisal shall be prepared for and is for the sole and exclusive use of the client and its assigns. The purpose of the appraisal is to estimate the Market Value of the Fee Simple Interest in the subject property "As-Is". In this appraisal assignment, the appraiser will consider all recognized approaches to value and will apply the relevant approach or approaches. The effective valuation date of the appraisal will be the date of inspection of the property by the undersigned appraiser. "I"he appraisal will be reported in Summary Narrative format and will conform to the reporting requirements of Standards Rule 2-2b of the Uniform Standards of Professional Appraisal Practice (USPAP) and the Financial Institutions Reform, Recovery and Enforcement Act (FIRREA). The completion date for the assignment is estimated to be within 30 days of acceptance of this proposal and receipt of any relevant documentation needed for preparation of the reports in a timely manner. I will furnish (2) original copies of the appraisal report. An invoice for the appraisal fees will be submitted at the time the reports are completed. (THE MANOR) Dear Bill: Thank you for the opportunity to provide a proposal for professional services related to the above project. We have reviewed the scope of work as outlined in both the information provided by you and from discussions we have had. We feel very strongly that the engineering requirements for the project are in line with some of the strongest areas of expertise that our firm has to offer. We acknowledge a complete understanding of the project requirements outlined and propose the following fees in order to complete the work. Our firm will provide all services needed to complete the survey described in this proposal and for the preparation of demolition specifications for the subject project. After acceptance of this proposal, we will then, at your direction, proceed with Alta Survey and Environmental Inspections. We can begin an ALTA survey without a title commitment, upon your Notice-To-Proceed, but we cannot complete the survey without it. Given the above considerations, Wightman Petrie, Inc. will provide the required ALTA/ACSM Land Title Survey as requested for a fee of $3,195.00. I imitatinnG Utility lines will be shown based on field evidence located during our field survey and per plans and marking provided by the owner, utility companies, or their representatives. We cannot certify that all utilities required are available. Total Survey Fees ASBESTOS INSPECTION, TESTING. AND REPORT $3,195.00 Provide inspection and testing to identify any asbestos containing materials within the building at 118 S. William Street (The Manor). Provide a report estimating the quantities and providing the locations of confirmed asbestos containing materials. Total Asbestos Inspection, Testing, and Report Fees $6,800.00 PHASE I ENVIRONMENTAL SITE ASSESMENT REPORT The objective of the Phase I Environmental Site Assessment is to identify environmental concerns based on recognized environmental conditions in connection with the subject properties. The proposed services will be performed in accordance with the American Society for Testing and Materials (ASTM} document ASTM E 1527-05. The proposed Phase I Environmental Site Assessment will consist of the following components: • Records Review • Site Reconnaissance • Interviews • Reporting Total Phase I Environmental Assessment Report $2,100.00 TOTAL PROJECT SERVICES The total project fees for the above mentioned services shall be $12,095.00 City of South Bend October 13, 2008 Page 3 of 4 ADDITIONAL SERVICES (IF REQUESTED): Wightman Petrie can provide the following additional services at your request: DEMOLITION SPECIFICATION PREPARATION Prepare and provide the City of South Bend Division of Economic Development a set of demolition specifications ready for bidding in order to demolish the property at 118 South William Street as described by the information provided by the City. The specifications will include instructions on the removal of any environmental items identified in the phase I environmental report, any asbestos identified in the asbestos survey, and any additional environmental issues identified during the site inspection. Total Demolition Specification Preparation Service Fees $7,600.00 Be assured that all of the above will be delivered in a continuously timely manner with the timetable of the project held foremost. As you may know, Wightman Petrie, Inc. guarantees the best possible product provided in the most efficient manner and accordingly will strive to reduce costs wherever possible. Our services will be billed monthly. Our monthly statements will include charges for some expenses that we incur on your behalf. Payment is due within 35 days of the receipt of the invoice. If you have any questions or comments concerning our services or charges during the course of the work, please bring them to our attention immediately so that any problem can be resolved quickly.
