HomeMy WebLinkAboutEstablish Merit System of Personnel Administration for Employees of Civil Defense AgencyORDINANCE No. 4428 - - -62 Passed by the Common Council of the City of South Bend, Indiana JANUARY 62 Clerk of Common Council Presented by me to the Mayor of the City of South Bend, JANUARY 9, 62 Clerk Approved and signed by me JANUARY 9, �9 62 IDEAL .QEWPRESS ORDINANCE NO. 11#4 0 AN ORDINANCE TO ESTABLISH A MERIT SYSTEM OF PERSONNEL ADMINISTRATION FOR EMPLOYEES OF THE CIVIL DEFENSE AGENCY OF THE CITY OF SOUTH BEND BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: SECTION I. There is hereby established a merit system of personnel administration for employees of the Civil Defense Agency of the City of South Bend, to be serviced by the State Per- sonnel Division. SECTION II. That the Civil Defense Director shall be exempt from the merit system of the personnel administration for the em- ployees of the Civil Defense Agency. SECTION III. That the St. Joseph County Civil Defense Advisory Council is hereby authorized and directed to enter into such arrange- ments and agreements with the State Department of Civil Defense and the State Personnel Division as may be necessary to provide for a continuing merit program of personnel ad- ministration for City Civil Defense Employees. Such merit program shall be serviced by the State Personnel Division pursuant to the authority granted by Section 37, Chapter 139, Acts 1941, page 387 of the State Personnel Act and shall meet Federal Merit System Standards of the U. S. Department of Defense, including the exemption of any positions from the merit program as is recognized in these same Federal Standards. SECTION IV. It is further ordained that any individuals that are not prescribed by the State Personnel Division as being included in the merit division shall be exempt from same. SECTION V. For the purposes of administering the merit program for employees of the Civil Defense Agency, the St. Joseph County Civil Defense Advisory Council, is hereby considered and designated as the appointing Council. SECTION VI. This ordinance shall be in full force and effect from and after its adoption and approval by the Mayor.
