AN ORDINANCE AMENDING THE ZONING ORDINANCE, AND ESTABLISHING AN
HISTORIC LANDMARK FOR THE PROPERTY LOCATED AT 229 SOUTH WILLIAM, IN
THE•CITY OF SOUTH BEND, INDIANA.
Whereas, the Historic Preservation Commission of South Bend & St. Joseph County has
petitioned for the designation of the following described real estate as an Historic Landmark
pursuant to Ordinance No. 5565-73, as amended to wit:
South 44.25 feet of lot 7 and the 44.25 feet of the east 22.25 feet of lot 8
' Vail's Subdivision of Block 3 to South Bend
Whereas the Historic Preservation Commission of South Bend and St. Joseph County
has recommended the designation of the property as an Historic Landmark.
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH
BEND, INDIANA:
Section 1. That the above described properly be, and is here designated and established
as an Historic Landmark under Ordinance No. 5565-73, as amended.
Section 2. That this ordinance shall be in full force and effect from and after its passage
by the Common Council, approval by the Mayor and its publication.

229 S. WILLIAM
HISTORICAL CONTEXT
This house was built in 1870 by John Caldwell as a rental unit. Mr. Caldwell was born in
Vermont in 1820 to Mr. & Mrs. Mathew Caldwell. He moved to South Bend at in 1836
with his younger brother, Cassius. The two quickly became known for their hard work
and craftsmanship as carpenters. John was employed as a carpenter until business got
slow then he would work for the E.P. Taylor Sawmill. His brother Cassius began brick
making along the river and eventually co-constructed several homes with his brother.
John Caldwell eventually moved his interests into real estate and the constructing of
rental properties, such as the houses at 227 and 229 S. William. Mr. Caldwell eventually
became very well known through out South Bend and was appointed by Senator Colfax
to the mail service. During his work with the U.S. Postal Service Mr. Caldwell
developed the perfect system of distributing mail on cars and steamships as they passed
through towns rather then taking the mail to a large city like Indianapolis to be
redistributed. John Caldwell retained ownership of this property until his death in 1891
at age 71, leaving the house and other properties to his wife, Vanvela Defrees Caldwell.
Mrs. Caldwell sold the house in 1895 to Eugene and Nettie Herr.
Eugene Herr, born in 1848, moved to South Bend in 1871 with wife, Nettie Roe Herr and
their children. Mr. Herr was a printer by trade and a prominent and active figure in
public affairs. Eugene was proprietor of the South Bend Register until it went under at
which time he went to work for the Hibbard Printing Company. Upon retiring from the
printing company Mr. Herr briefly worked for the South Bend Tribune then opened a
bookstore with his son, Harold, called "Herr & Herr". Mr. & Mrs. Herr rented 229 S.
William to various tenants over the next twelve years. They sold the property in 1907 to
Adelbert Hadelert who sold it the same year to Clarence E. Lee. Mr. Lee was the owner
of C.E. Lee Paint Store on Main Street. Mr. Lee was the first owner of the house to
actually reside there, however, the length of his stay is unknown. Clarence Lee sold the
house in 1925 to Mrs. Lydia Sawyer, widow of Dr. E.S. Sawyer.
Mrs. Sawyer resided at this address for several years eventually dividing it into four
apartment units in 1945. She sold the house to her sister, Erma Robison, in 1973. Erma,
a retired office worker for the Civic Planning Association and widow of Kenneth
Robison D.D.S resided at the Mar-Main Arms Apartments and rented the house out.
Mrs. Robison sold the property in 1974 to Chris and Peggy Brooks who continued to rent
the apartments out until 1993 when it was sold to Bonnie Richmond. Mrs. Richmond
only owned the house for two years, selling it in 1995 to the current owners, Guy and
Diane Bixel.

ARCHITECTURAL DESCRIPTION
The property at 229 S. William is located on the northwest corner of S. William Street
and W. Wayne Street in South Bend, Indiana. It is described as the south 44.25' of lot 7
and the 44.25' of the east 22.25' of lot 8 Vails Sub of Block 3 to South Bend, Indiana.
This is a two-story Italianate Style house with a rectangular plan, flat roof and
convoluted, bracketed cornice. The structure has one over one double hung windows
through out with two new, three over three, fixed window units in the first floor front
facade. The house boasts a wood frame front porch with a three bay, elaborate,
entablature frame supported by wood box columns, wood balustrades, brick foundation,
wood floor and concrete steps. The building also has two additions off the back.
With in the past 14 years the owners have sided the structure with vinyl siding
completely covering over the wide frieze board, two windows that were located on the
north elevation, all window hoods and the glass transom that used to be above the front
door.
RECOMMENDATION
Based on the Historic Preservation Commission's Local Landmark Criteria's adopted by
the Common Council, the site, structures and objects at 229 S. William has been
recommended to the Common Council for designation as a Local Landmark by the
Historic Preservation Commission.
The building, sites and objects meet the following three criteria:
1) Its embodiment of elements or architectural design, detail, material or
craftsmanship which represents an architectural characteristic or innovation;
2) Its suitability for preservation;
3) Its identif cation with the life of a person or persons of historical significance.
The structure fulfills criteria #1 as an example of a wood Italianate Style house of the
mid-1800s. The building has been re-rated by the Historic Preservation Commission to
an S/11, which will be reflected in the Indiana Historic Sites and Structures Inventory at a
Later date.
The structure fulfills criteria #2 by its possession of classic Italianate style and features.
Although this house has been greatly altered it still retains the overall design and detail of
a true Italianate Revival Style house of the 1870s, with its elaborate porch, box shaped
body, flat roof, wide overhanging eaves and double brackets. This structure is still very
suitable for preservation as a good example of a very popular style ofmid-seventeenth
century architecture.

The site and structures fulfills criteria #3 by its association with prominent pioneer,
businessman and civil servant, John Caldwell as well as its connection to Clarence E.
Lee, founder and president of C.E. Lee Company and Eugene Herr Local newsman and
owner of Herr & Herr Bookstore.

Council. The purpose of this ordinance is to establish the properly at 229 S. William as an
Historic Landmark. The described real estate is part of lots 7 and 8 in Vail's Subdivision of
Block 3 to South Bend. face.
At its public hearing held on August 21, 2000, the Historic Preservation Commission
recommended designation of this property to the Common Council. A copy of the Staff's
favorable review and recommendation regarding designation of this property is also enclosed.
