ORDINANCE NO. 4453 - - -62
AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS
IN THE STREET AND TRAFFIC FUND, $50, 000. 00, AS AMENDED
WHEREAS: Certain extraordinary conditions have developed since the
adoption of the existing annual budget, so that it is now necessary to
appropriate more money than was appropriated in the annual budget for
the various functions of City Government to meet such extraordinary
emergencies:
SECTION I. BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, that for the expenses of the
City Government and its institutions for the year ending
December 31, 1962, the following sum of money is here-
by appropriated and set apart out of the fund herein
named and for the purpose herein specified, subject to
the laws governing the same, and such sum herein
appropriated shall be held to include all expenditures
authorized to be made during the year, unless otherwise
expressly stipulated and provided by law.
SECTION II. That for said fiscal year there is hereby appropriated out
of the various City Funds hereinafter named, the following
specified amounts to meet such extraordinary emergencies
as follows:
STREET AND TRAFFIC FUND
Account No. 5 -264 - Sealing and /or patching
of streets $50,000.00
SECTION III. WHEREAS, it has been shown that certain existing appropria-
tions now have unobligated balance which will not be needed
for the purposes herein for which appropriated, it is therefore
further ordained by the aforesaid Common Council that such
unnecessary existing appropriations are now reduced in
amounts as follows:
STREET AND TRAFFIC FUND
Account No. 5 -722 - Motor Equipment $50,000.00
SECTION IV. This ordinance shall be in full force and effect from and after
its passage by the Common Council, its approval by the Mayor
and the fulfillment of all statutory requirements of emergency
appropriations.

Dear Madame:
Would you kindly notify the Common Council of the City
of South Bend that it is my request that the ordinance for
transfer of $50, 000. 00 from the Street Department Motor
Equipment Account (S -722) to the Street Department Sealing
of Streets Account (S -264) be withdrawn.
I submit herein and attach hereto the reasons for my desire
for withdrawal of said ordinance.

Press release by Mayor Frank J. Bruggner - Monday, April 9, 1962
Mr. Raymond Andrysiak, City Engineer, has advised me this date that because the
Street Department and the private contractors are so effectively handling the chuck
hole problem, the transfer of $50, 000.00 from Motor Equipment Account (S -722) to
Sealing of Streets Account (S -264) will not be necessary. He further indicates that
the $50, 000.00 can better serve the project of good streets by staying in the Motor
Equipment Account (S -722) of the Street Department for the purchase of new equipment.
He further believes that the additional work that must be done on the streets by private
contractors will be taken care of by the $100, 000.00 that is to be trnsferred into the
Sealing of Streets Account (S -264).
Consequently, The Board of Public Works and Safety has available $132,000. 00 for
its patching program by private contractors.
I will this evening direct a message to the Common Council that the ordinance set for
public hearing this date for a transfer of $50, 000.00 be withdrawn.
