Agenda: Update PSAP Consolidation
With full Information & Technology Committee and Council attending, Chairman Tim Scott opened the
meeting scheduled to hear an update from the City Administration on the consolidated communications
project. (PSAP)
Deputy Mayor Mark Neal began the update by giving a brief background to what and why the City was
working on combining emergency communication on a county -wide basis. Mark said that the state
required consolidation of all public safety communication centers. By the end of the year in just 36
weeks the state has mandated there be no more than 2 centers in the county. Eventually that would
need to be just one.
To that end Mark said, discussions have been underway with the county, Mishawaka and other small
towns in St. Joseph County. Tentatively it has been determined that there would be one new center
with South Bend's acting as a back -up. The total cost would run $8.5 million for the facility and another
$8.6 million for the technology. While talks have not led to a formal interlocal agreement among local
governments, one would be needed. Mark added that the central issues have been assuring effective
and efficient service at a very high level.
Follow -up questions followed from the Council, Dr. David Varner going first. Dr. Varner asked how it
was to be paid for ... levy? Mark said this has yet to be determined. Henry Davis speculated this was
one step toward government consolidation or Unigov. He said this dilutes efforts to diversify the South
Bend Police force. Fire Chief Steve Cox interjected the mandated consolidation has and will be to
improve emergency communications service to everyone in St. Joseph County.
A task force schedule was provided (attached) which everyone was working diligently to meet.
