AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, INDIANA APPROPRIATING $215,000 FROM THE
MORRIS PERFORMING ARTS CENTER IMPROVEMENT FUND
(FUND NUMBER 416)
STATEMENT OF PURPOSE AND INTENT
The Morns Performing Arts Center Improvement Fund (Fund No. 416) was established for
the purpose of renovating, remodeling, or otherwise improving the facilities at the Morris
Performing Arts Center. The Morris Performing Arts Center desires to make certain capital
improvements which will enhance its .status as an efficient, updated performing arts facility. These
proposed capital expenditures include $3,500 for the installation of a time clock system currently
used by the street department which will eliminate time sheets and streamline the payroll preparation
process; $1,000 to purchase sound equipment to provide announcement and background music
capabilities to the lobby and seating areas; $5,500 to purchase rigging loft blocks for holding
curtains, scenery, cables, side tabs, etc of which the Morris presently has only half the number
needed for its shows; and $25,000 for the renovation of the box office in order to modernize it,
provide for better lobby traffic flow and improve service to all ticket patrons.
Additionally, the recent Morns restoration project as approved by this Council included the
use of $180,000 from Fund No. 416 toward the renovation costs.
The Common Council has determined that it is in the best interest of the City of South Bend
to appropriate the requested funds from the Morns Civic Improvement Fund (Fund No. 416) for the
requested purchase of equipment, renovation, and restoration costs.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY
OF SOUTH BEND, INDIANA, AS FOLLOWS:
Section I. The following sums of money are hereby appropriated and ordered set apart
from and within the Morns Performing Arts Center Improvement Fund:

Re: Morns Performing Arts Center Capital Improvement Appropriations Ordinance
Dear Ms. Pfeifer:
I attach for filing with the South Bend Common Council an Ordinance requesting an
appropriation of $215,000 within the Morris Performing Arts Center Improvement Fund (Fund
416). Revenues from this fund are generated by the ticket surcharge and the fund is used
exclusively for capital improvements such as renovation and remodeling.
The improvements for which the Morns Performing Arts Center desires appropriation
consist of the following:
$3,500 Time Clock S. stem. To be used by IATSE stagehands and facility/event
security. System requested is a Kronos Series 100. The time keeper
terminal records employee's time when they swipe their badge or enter a
personal identification number (PII~ through a keypad. System meets the
needs of the facility and is in accordance with the contract with the IATSE
organization. The South Bend Street Department currently uses the same
system. Said system will eliminate paper time sheets, streamline payroll
preparation process and hopefully, reduce labor cost while improving
reporting capabilities. Data will also be capable of being exported directly
to promoter spreadsheets for invoicing purposes.
$1,000 Sound Equipment. To be used to provide announcement and background
music capabilities to the lobby and seating areas of the Morns Performing
Arts Center.
$5,500 Ri>;~~ing Loft Blocks. Required to properly handle the staging
requirements of national touring Broadway productions. Rigging loft
blocks are specifically used for holding curtains, scenery, cables, side tabs,
etc. we possess only half the number of rigging loft blocks required for
most shows. This purchase will give us the full complement of the rigging
loft blocks needed.

$25,000 Box Office Renovation. Funds requested will cover renovation &
equipment needed to modernize box office and provide for better lobby
traffic flow and most importantly, it will greatly improve service to all
ticket patrons.
$180,000 Moms Restoration Project. As agreed, this sum is to be withdrawn from
this account and transferred to the City of South Bend in support of the
Moms Performing Arts Center Restoration Project.
The Morris Performing Arts Center requests the Council's approval of this Ordinance
which will benefit the City and its citizens.
