Update on Healthcare - City Controller/ John Murphy
Valerie Schey who chairs the Personnel and Finance opened her hearings with three items on the
agenda, two bills and an update on the City's Healthcare Plan.
The first bill, 14 -37, asks the Council to approve the issuance of scrap metal /junk dealer /recycling
operation licenses for 2014. In that these are processed and issued by the City Clerk's office, Valerie
called upon City Clerk John Voorde to explain the request. He said 16 businesses had submitted license
applications. The Clerk's office forwarded the applications to the SBPD, the SBFD and Code Enforcement
for inspections qualifying for issuance. The bill lists those qualifying business operations. Councilman
Derek Dieter asked if any applicants failed the initial inspection. John said all were in compliance.
Subsequently on a motion from Derek, seconded by David Varner the issuance of licenses was approved.
The next bill, 18 -14, would amend the Code to add provisions for licensing open air business and
donation boxes for used items.
Aladean DeRose, Chief Deputy City Attorney made the initial presentation introducing Michelle Adams
who is in charge of issuing the permits and Ann -Carol Nash who did the legal background work writing
the license provisions, Ann -Carol spoke in more detail about the purpose and intent of the bill's
provisions. She proceeded to introduce Debbie Kobel from Goodwill and Anne Watson from St. Vincent
DePaul who spoke in support of the bill. Ann -Carol said the City wants the boxes monitored on a weekly
basis by the party to whom the permit was issued. A 12 hour response to a problem with the box was
also required. The Council followed -up with questions from Tim Scott, Valerie Schey and Dr. David
Varner all concerned who would monitor the boxes. Councilmembers also said donation boxes should
have tags affixed which would identify the responsible party including a phone number.
Because the bill did not have language addressing tagging of boxes the committee sent the bill to full
Council with no recommendation upon proper motions by Dr. David Varner and Derek Dieter
unanimously supported.
Council Attorney Kathy Cekanski - Farrand and Ann -Carol Nash said they would draft amended language
to require the informational tags on boxes by the evening meeting.
The last item on the agenda was an update from the City Administration on the employee healthcare
plan.
City Controller John Murphy made introductory remarks while providing a handout. (Attached)
The handout was explained by Margaret Hartsough and Miguel Salazar, both from Gibson insurance
which designed and administers the City plan. Specific costs and trends along with year to year trends
were reviewed and are in the attachment. In general the folks from Gibson said like everywhere else
costs were going up. They said it now costs the City $11,050 annually per employee to offer the plan
benefits. In an effort to maintain benefits while controlling costs the Gibson representatives said they
worked with the City to a rewards based plan. In other words costs for the plan for employees would be
reward based. More participation, better outcomes, & lower costs.
Questions and comments from Councilmembers focused on the "rewards" component of the plan. In
the interest of time Valerie Schey, said the Gibson representatives would be invited back for an
additional presentation in the near future.
