Whereas, the Historic Preservation Commission of South Bend & St. Joseph County has petitioned for the designation of the following described real estate as an Historic Landmark pursuant to Ordinance No. 5565-73, as amended to wit: The South 3 feet on the North 24.75 feet of lot 8 and South 30 feet of the North 54.75 feet on the East 26.75 feet and the South 33 feet of the North 54.75 feet of lot 7 Vails Subdivision Block 3 in South Bend, Indiana Whereas the Historic Preservation Commission of South Bend and St. Joseph County has recommended the designation of the property as an Historic Landmark. BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: Section 1. That the above described property be, and is here designated and established as an Historic Landmark under Ordinance No. 5565-73, as amended. Section 2. That this ordinance shall be in full force and effect from and after its passage by the Common Council, approval by the Mayor and its publication. WILLIAM HISTORICAL CONTEXT John Caldwell built this house as a rental property in 1882.John was born in Vermont in 1820 to Mr. & Mrs. Matthew Caldwell. He came to South Bend in 1836 with his brother Cassius. Upon their arrival the brothers became carpenters and general laborers. The brothers built two houses together as real estate speculations before Cassius went west. John remained in South Bend where he married Vanvela Defrees and went to work for E.P. Taylor's Sawmill. Senator Colfax eventually appointed Mr. Caldwell to the mail service. During his term John developed the present perfect system of distributing mail by cars and steamships. Mr. Caldwell died in 1891 at age 71. He left the house to his heirs who sold both 227 and 229 S. William to Eugene and Nettie Herr in 1895. Eugene Herr was born in 1848 and married Nettie Roe in 1880. Mr. Herr was prominent and active in many public affairs. He was connected to the South Bend Register until it went under at which time Hibbard Printing Company employed him. He was an employee of the South Bend Tribune briefly before opening a business with his son Harold called "Herr & Herr Bookstore & Stationary". Eugene & Nettie Herr rented this house to their son, Harold, until 1929, after which the house was rented to various people. Mr. Herr died in 1911, his wife Nettie followed in 1931. The house was eventually placed into a trust held by Consolidated Liquid Trust and the American Trust Company. They transferred the house to Albert McGann Security Company Inc., as trustee in 1937. McGann Security sold the property to Howard Schroeder in 1940. Mr. Schroeder sold the house five years later to Clyde L. and Mabel Shannon. Mr. Shannon was a retired navel officer who rented the house out until his death in April of 1965. The structure was then sold to Franklin D. Stahl. Mr. Stahl was an accountant for the Simplicity Pattern Company in Niles, Michigan. He resided on Sycamore Street in Niles and rented out the William Street house until 1983 when he sold it to Chris and Peggy Brooks. Mr. & Mrs. Brooks continued to use the house as a rental until 1999 when it was sold to Douglas Bognar. Mr. Bognar is currently selling the house on land contract to Acquisitions & Investments LLC, which is operated by Frank Anderson. Mr. Anderson is currently renovating the structure while renting out the rear apartment and living in the front apartment. 4 ARCHITECTURAL DESCRIPTION The property at 227 S. William is located on the west side of South William Street between Wayne and Jefferson Streets in South Bend, Indiana. It is described as the south 3' on the north 24:75' of lot 8 and south 30' on the north 54.75' on the east 26.75' and the south 33' of the north 54.75' of lot 7 Vails Subdivision Block 3 in South Bend, Indiana. This is a one story Gable Front/Italianate style house with a rectangular plan, gabled roof, simple eave cornice and frieze. It has 2/2 double-hung wood windows in architrave surrounds. The house also boasts an elaborate bay window with 2/2 double-hung, wood windows, dentiled cornice and engaged pilasters. The house is sided in wood clapboards that were recently exposed by the removal of insulated brick siding. The structure has a wood and glass entrance door with simple surrounds and a side porch that is covered by a gabled roof extension and is supported by arched fan brackets with dropped pendants. The porch also has wood balustrade, wood floor, concrete steps and a plastered brick foundation. RECOMMENDATION Based on the Historic Preservation Commission's Local Landmark Criteria's adopted by the Common Council, the site, structures and objects at 227 S. William has been recommended to the Common Council for designation as a Local Landmark by the Historic Preservation Commission. The building, sites and objects meet the following three criteria: 1) Its embodiment of elements or architectural design, detail, material or craftsmanship which represents an architectural characteristic or innovation; 2) Its suitability for preservation; 3) Its identification with the life of a person or persons of historical significance. The structure fulfills criteria #1 as a rare example of a single story, Italianate rental cottage of the 1880's. The building has been currently re-rated to an S/11 in the Indiana Historic Sites and Structures Inventory in recognition of the new owners restoration efforts. The structure fulfills criteria #2 by its retention of Italianated features with virtually no alterations to its structure or detailing in over a 115 years. The site and structures fulfills criteria #3 by its association with well-known and respected citizens, John Caldwell and Eugene Herr. Mr. Caldwell was the father of the modern postal delivery system while Mr. Herr was a recognized journalist and owner of the Herr & Herr Bookstore. ~.._._., i .....,,.v__.~.....,.._..m~..~...__.._-. The purpose of this ordinance is to establish the property at 227 South William as an Historic Landmark. The described real estate is part of lots 8 and 7 of Vail's Subdivision Block 3 of South Bend. At its public hearing held on August 21, 2000, the Historic Preservation Commission recommended designation of this property to the Common Council. A copy of the Staff's favorable review and recommendation regarding designation of this property is also enclosed.
