SUBJECT: Professional Services Proposal - Jones Petrie Rafinski
High & Ireland Engineering Services
This professional services proposal from Jones Petrie Rafinski (JPR) is to complete
necessary right of way (r/w) legal descriptions for improvements to the High & Ireland
intersection, which services the Erskine Plaza Shopping Center. Planned improvements to
this intersection are to add dedicated left turn lanes into and out of the Plaza. To do so, r/w
is currently being acquired.
To accommodate the business' sign that is currently on the southwest corner, the planned
permanent and temporary r/w needs to be shifted. By shifting the r/w the sign's setbacks
meet current zoning requirements, and a variance would not have to be granted.
Additionally, there is a drainage inlet at this corner, and a legal description for an easement
to maintain the inlet is needed. As planned originally, the inlet was included in the
permanent r/w.
Staff requests approval of this professional services agreement in the amount of$750, to
allow new legal descriptions to be prepared for the needed r/w and easement on this corner
of the High & Ireland Improvement Project.

RE: HIGH AND IRELAND R/W ENGINEERING REVISIONS TO PARCEL 5, SOUTH BEND,
INDIANA
You have requested Jones Petrie Rafinski prepare a revised parcel plat and legal descriptions for
Parcel 5 located at the southwest corner of Ireland Road and High Street.
JPR will perform the following tasks:
• Revise the legal descriptions for the permanent and temporary right of way per the preliminary
design plans prepared by Christopher B. Burke Engineering.
• Revise the Right of Way Parcel Plat.
• Prepare a legal description for easement purposes for the inlet located on the property that is
outside the Right of Way of High Street.
• Set lath at the revised permanent and temporary right of way locations.
JPR estimates the fee for performing these tasks to be $750.00.
Work can begin upon receipt of a signed copy of this proposal and is anticipated to be completed within
2 weeks of receiving the signed proposal.
Our services will be billed upon completion. Payment is due upon receipt of our invoice.
