AN ORDINANCE APPROPRIATING $50,000 FROM THE ECONOMIC DEVELOPMENT STATE
GRANT FUND FOR THE PURPOSE OF ASSISTING IN THE SUPPORT OF THE DIVISION OF
ECONOMIC DEVELOPMENT'S AREA REVITALIZATION EFFORTS
Statement of Purpose and Intent:
In order to assist in the provision of area revitalization effort's, monies from Fund 210 will be used
to fund an environmental site assessment for the Division of Economic Development:
WHEREAS, the Common Council authorized the Mayor to submit to the Indiana Development
Finance Authority an application for this Brownfields Site Assessment Grant by adopting Resolution 2963-01
on January 8, 2001.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend,
Indiana, as follows:
SECTION I. The sum of $50,000 is hereby appropriated from the City of South Bend's Economic
Development State Grant Fund (Fund 210) to be used by the Division of Economic Development to fund a
Lead B ased Paint survey of the Omniplex facility located at 1408 Elwood Avenue, and partially fund an initial
Phase II environmental site assessment of the Area A properties in the Studebaker-Oliver Redevelopment
project area.
SECTION II. This Ordinance shall be in full force and effect from and after its passage by the
Common Council and approval by the Mayor.

Dear Council Member:
The attached bill for your consideration and approval will appropriate $50,000. from the Economic
Development State Grant Fund to fund a Lead Based Paint survey of the Omniplex facility located at 1408
Elwood Avenue, and will also partially fund an initial Phase II environmental site assessment of the Area A
properties south of Sample Street in the Studebaker-Oliver Redevelopment project area. These anticipated
resources were made available through the Indiana Development Finance Authority's Brownfields Site
Assessment Grant program and were awarded by Lieutenant Governor Joe Kernan to the City of South Bend
on March 27, 2001.
