The City of South Bend, Indiana, last increased the rate in 1997. Since 1997 when the water service charge was last increased, the Department of Water Works has experienced a 44% increase in demand for repair of leaks with the average leak costing 52% more to repair than in 1997. The revenue generated by this Ordinance will enable the City to recover its current leak repair losses and meet the increased demand. This Ordinance also corrects the name of the entity holding the fund, i.e., from the Bureau of Waste Water to the Bureau of Water Works. NOW, THEREFORE, be it ordained by the Common Council of the City of South Bend, Indiana, as follows: Section I. Chapter 17, Article 6, Section 17.49 of the South Bend Municipal Code shall be, and hereby is, amended to read as follows: Section 17.49 Assessment of charges; deposit in separate fund, purpose. (a) The sum of One and X66 50/100 Dollars ~~ 1.50 per month shall be added to the water service charge of all water users. (b) All of said sums of money so collected shall be deposited in a separate fund of the Bureau of Waste Water Works and said fund shall be used solely for the repair and/or replacement of leaking water service lines and shutoff valves. Section II. This ordinance shall be in full force and effect from and after its passage and approval by the Mayor. There has been an increase of forty-four percent (44%) in leaks with an added average cost of fifty-two percent (52%) for each repair since 1997.
