Dear President Rouse:
The attached Resolution for Council consideration will transfer previously appropriated Shelter
Plus Care Funds (SPC) from Aids Ministries to Madison Center. In May of this year the Council
approved an appropriation ordinance for the SPC funds from the Department of Housing and
Urban Development (HUD) to Aids Ministries and Madison Center.
Since that time, Aids Ministries has conveyed to HUD and the City that they will not be in a
position to administer these funds. Communication between the City and HUD resulted in
discussion with Madison Center. Both the City and HUD concur that Madison Center is the
appropriate agency and can manage the program/funds.
The City serves as the fiscal agent and recipient of the funds for the eligible agencies. SPC funds
support housing for the severely mentally ill and homeless population. If there are any questions
please do not hesitate to contact me. I will be present at the Council session to present this
Resolution. Thank you.
