HomeMy WebLinkAboutTransferring to Madison Center $43,656 of United States Department of Housing and Urban Development Shelter Plus Care Grant Funds within Fund No. 212RESOLUTION 3910-08 Passed by the Common Council of the City of South Bend, Indiana September 22, Attest: 08 20 City Clerk President of Common Council Presented by me to the Mayor of the City of South Bend, Indiana September 23, 20 08 Approved and signed by me September ~~ 20 0 8 City Clerk ~~~`~~~~ RESOLUTION NO. 3 ~ I O -~~ A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, TRANSFERRING TO MADISON CENTER $43,656.00 OF UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT SHELTER PLUS CARE GRANT FUNDS WITHIN FUND N0.212 WHEREAS, on May 27, 2008 this Council passed Ordinance No. 9840-08 which appropriated a total of $178,320.00 in United States Department of Housing and Urban Development (HUD) grant funds of which $43,656.00 was designated for subgrantee AIDS Ministries/AIDS Assist and the balance for subgrantee Madison Center; and WHEREAS, The South Bend Division of Community Development has recently learned that AIDS Ministries/AIDS Assist cannot accept the funds appropriated for its use in Ordinance No. 9840-08; and WHEREAS, the sum of $43,656.00 designated for distribution to AIDS Ministries/AIDS Assist by Ordinance No. 9840-08, should be transferred to Madison Center. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, as follows: Section I. The sum of $43,656.00 within Fund 212 previously appropriated by Ordinance 9840-08 for distribution to AIDS Ministries/AIDS Assist shall be transferred to Madison Center, the other subgrantee of HUD funds in Ordinance 9840-08, to be administered by the Division of Community Development. Section II. GIBNEY EXECUTIVE DIRECTOR September 17, 2008 President Timothy Rouse President South Bend Common Council 40 County-City building South Bend, IN 46601 Dear President Rouse: The attached Resolution for Council consideration will transfer previously appropriated Shelter Plus Care Funds (SPC) from Aids Ministries to Madison Center. In May of this year the Council approved an appropriation ordinance for the SPC funds from the Department of Housing and Urban Development (HUD) to Aids Ministries and Madison Center. Since that time, Aids Ministries has conveyed to HUD and the City that they will not be in a position to administer these funds. Communication between the City and HUD resulted in discussion with Madison Center. Both the City and HUD concur that Madison Center is the appropriate agency and can manage the program/funds. The City serves as the fiscal agent and recipient of the funds for the eligible agencies. SPC funds support housing for the severely mentally ill and homeless population.
