The properties are adjacent to properties owned by the Redevelopment Commission and are presently available for purchase from the property owners. The adjacency and the availability are the key reasons why staff is requesting that these properties be purchased at this time. Resolution 2481: GMS Parcel (SW Corner of Wayne & William) Resolution 2482: Shaw/Park Parcel (319 S. William) These parcels are adjacent to each other and surrounded by parcels owned by the Commission. The GMS Parcel is an overflow storage parking lot that was used by Gates for storage of vehicles. With the departure of Gates, this fenced lot is no longer needed by Gates. The parcel takes up an entire quad of the block. The average appraised value of the parcel is $77,000.00 and it is staff's understanding this is an acceptable value. Upon ownership, the site will be cleared, leveled and seeded for future residential development. The Shaw/Park parcel is south of the GMS parcel and north of the Henderson house purchased by the Commission this summer. The parcel was the family home site of the Shaw family, but when the family moved from South Bend in 1973, the house was torn down and the site was leveled. The average appraised value of the parcel is $7,250.00 and the property owners are willing to settle at that amount. The site, and the adjacent Henderson parcel, will be cleared, leveled and seeded for future residential development. Resolution 2489 Zubkoff Parcel (414 5. William) Resolution 2495 Richey's Radiator Parcel (416 W Western) Resolution 2496 Counter offer Both of these parcels are adjacent to land owned by the Commission on the Gates Chevy World block just north of the stadium. The Zubkoff parcel is a small parcel (55' x 120') that had at one time been a single family lot north of the Synagogue. The parcel is surrounded What We Do Today Makes A Difference! by Commission owned property on three sides and the fourth side is William Street. The current property owner, a descendant of the original owner, is based out of Chicago and is interested in selling off this parcel. The average appraised value for the parcel is $17,250.00. The site would be used for development purposes related to the ballpark plan. Richey's Radiator Service is a third generation South Bend business. Having relocated two previous times because of redevelopment projects, most recently to make way for Century Center, the current owners are interested in closing out the business instead of relocating again. The parcel sits on the SE corner of William and Western and is one of the last parcels on the Gates block not owned by the Commission. By having control of the corner, the Commission can allow for controlled redevelopment of the site. The average appraised value of the site was $161,825.00 but staff has worked with the owner on a $190,000.00 counter-offer that would help provide the owner with closeout expenses and other related funding. The $30,000 is equivalent to relocation costs that the Commission would incur if the business chose to relocate. This site would be cleared along with the parcels south to the Synagogue and made ready for new commercial development. Staff requests favorable Commission approval of these five resolutions. The property contains a vacant lot that takes up the entire NE quad of the block bounded by William, Western, Taylor and Wayne. The property was added to the South Bend Central Development Area acquisition Ilst by Resolution 2441 on March 28, 2008. The parcels proposed for acquisition include the following: 18-3012-0420.01 SW Corner of Wayne~GMS Realty, Inc. William Resolution 2481 The purpose of Resolution 2481 is to set the acquisition value for the property, The average appraised value as determined by two qualified appraisers is 877,000.00. This value includes the entire NE quad which is about a 22,800 SF (.5 acres) parcel. (See attached map) Summary Staff requests approval of Resolutions 2481. The purpose of the acquisition is twofold. First, it is for site control. The Commission owns a large corner of the block immediately adjacent to the west and a lot to the south at 323 S William Street and this acquisition at a reasonable value would allow for a better plan for the reuse of the block. Second. acquisition of this parcel is key to remove a blighting lot that impacts the development of the rest of the block. The projected reuse plan for the block is for proposed for new housing concepts and acquisition will allow for consistent site control and planning within the context of the on-going Coveleski Park Planning effort.
