HomeMy WebLinkAbout09/10/08 Board of Public Safety MinutesMW The Board of Public Safety met in the Public Agenda Session at 8:05 a.m, on Wednesday, September 10� 2008 with Board Members Juanita Dempsey, Bruce J. BonDurant, and Jack Reed present. President Donald L. Alford and Board Member Patrick D. Cottrell were absent. Also present were Pollice Chief Darryl Boykins, Fire Chief Howard Buchanon and Board Attorney Thomas Bodnar. The meeting was held in the Board of Public Work-s Meeting Room, 13 th Floor County City Building, South Bend, Indiana. Mai-tin, Clerk SEPTE MBER. 109 ZOQ_�5 The Board of Public Safety met in the regular meeting at 9.18 a.m. on Wednesday, September 1 2008, with Board Members Juanita Dempsey, Bruce J. BonDurant, and E. Jack Reed presen" President Donald L. Alford and Board Member Patrick D. Cottrell were absent. Also present w.- Police Chief Darryl Boykins, Fire Chief Howard Buchanon and Board Attorney Thomas Bodnal (STADIUM PLACE ANNEXATION AREA) standard and scope to similar services furnished by the City to other areas regardless of similar topography, patterns of land use, or population density and in a manner consistent with federal, state and local laws, procedures, and plam-iing criteria. Section 111. The Board of Public Safety shall and does hereby now establish and adopt the Fiscal Plan, attached hereto as Exhibit "A", and made a part hereof, most particularly those provisions pertaining to police and fire protection at pages 5, 6, and 7 of Exhibit "A", for the furnishing of said services to the teiTitory to be annexed. Jack #'i Board Member Attest: s/Linda Martin, Clerk ACCEPT RECOMMENDATION FOR HALLOWEEN HOURS In a letter to the Board,, Chief Darryl Boy gins, Police Department, recommended that Halloween Trick or Treat hours be held on Friday, October 3 L 2008, from 5.00 p.m. to 7:00 p.m. He noted that: these hours will coincide with the dates and hours for St. Joseph County and Mishawaka. The Board accepted the Chiefs recommendation as outlined above. APPROVE PROMOTION - PATROLMAN MARTIN MULLI1\6 In a letter to the Board, Chief Boy-ins recommended that Patrolman Martin Mullins be promoted to the rank of Corporal, effective September 14, 2008. Chief Boykins noted that Patrolman Mullins has successfully completed three (3) years of service with the South Bend Police Department. Upon a motion made by Mr. BonDurant, seconded by Mr. Reed and carried, the request for the promotion was approved. Ms. Dempsey advised that the Board is in receipt of a Declaration for Retirement from Corporal Rick Ruszkows ki in which he tenders his resignation from the South Bend Police Department., retroactive to July 6, 2008. Upon a motion made by Mr. Boi-iDurant, seconded by Mr. Reed and carried, the resignation was accepted and approved. Ms. Dempsey advised that Police Chief Daryl Boykins, has submitted to the Board a letter of RE GU LAR MEETING resignation from Corporal Billy Bailey, effective September 4, 20088 He has served the South Bend police Department and the citizens of South Bend since he was sworn in on June 14, 2004. Upon a I motion made by Mr. BonDurant, seconded by Mr. Reed and carried, the resignation was accepted and approved. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — AUGUST 2008 Ms. Dempsey indicated that unless there were questions or objections by members of the Board, the statistical report for the month of August, 2008 as submitted by the Police Department, would be accepted for filing. The contract is for paramedic services for 2008 home football Barnes, and has already been approved by the Board of Public Works, Therefore, upon a motion by Mr. BonDurant, seconded by Mr. Reed, and carried, the Board approved and signed the contract as outlined above. PUBLIC SAFETY AUTHORIZING THE APPLICATION FOR INDIANA DEPARTMENT OF HOMELAND SECURITY GRANT Upon a motion by Mr. BonDurant, seconded by Mr. Reed and carried, the following resolution was rcatified. RESOLUTION NO. 66-2008 A R-E SOLUTION OF THE BOARD O'JIF PUBLIC SAFETY AUTHORIZING THE APPLICATION FOR INDIANA DEPARTMENT OF HOMELAND SECURITY GRANT WHEREAS., the Indiana Department of Homeland Security offers grants to aid local g( wernments in acquiring property to further their joint missions; and WHERE AS, the South Bend Fire Department desires to construct a training tower; and WHEREAS, the Board of Public Safety of the City of South Bend, pursuant to I.C. 36- 8 -3 -2, N t.11[ie governing organization of the South Bend Fire Department; and WHERE-AS, the South Bend Fire Department was advised by the Indiana Department of Homeland Security that it was eligible for the grant at such a time that a fuil meeting could not be pi.-Operly advertised and held in time for the submission of the applications; and WHEREAS,, the President of the Board of Public Safety, Donald Alford, after orally consulting with other Board members, on August 27, 2008 signed and the South Bend Fire Department on August 28, 2008 submitted the completed paperwork for the grant to the Indiana Department of Homeland Security. 61112-'&W.]Nailll,l.B-g"-�tal M� THEREFORE, the Board of Public Safety of the City of South Bend by this Resolutioi-� ratifies the actions of Donald Alford and the South Bend Fire Department on August 27 and Aug-List 28, 2008 in applying for this grant, and it further authorizes its President to execute any other documents necessary to complete or supplement this application.
