HomeMy WebLinkAbout01/15/14 Board of Public Safety MinutesPUBLIC AGENDA SESSION JANUARY 15, 2014 The Board of Public Safety met in the Public Agenda Session at 8:20 a.m. on Wednesday, January 15, 2014 in the 13th Floor Board Conference Room, County -City Building, 227 West Jefferson Blvd., South Bend, Indiana, with Board President Laura Vasquez, and Board Members Eddie Miller, Luther Taylor, John Collins, and Daniel Jones present. Also present was Fire Chief Stephen Cox, Police Chief Ronald Teachman, Assistant Police Chief Scott Ruszkowski, and Attorney Cory Hamel. Board members discussed the following agenda items: - Review of Minutes of Previous Meeting Ms. Vasquez noted two corrections to the previous Minutes of the Board; a correction on the first page under Special Police Commissions from the date of June 30, 2013 to June 30, 2014; and a correction from Chief Teachman to Chief Cox in the Fire Department Swearing -In of Firefighter Jessica Ringer section. - Elect 2014 Board of Safety President Mr. Miller stated he would like to nominate Ms. Laura Vasquez as President for 2014 and noted his appreciation for the good job she did in 2013. - Applications and Declarations for Retirement — Police Department Police Chief Ronald Teachman stated these retirements are no surprise, they are all from the drop program and announced well in advance of their intentions. He stated there will be a smooth transition for Captain Dave Hecklinski, with someone in position to be promoted. He noted the Police Department expects to downsize in the Detective Division to fill positions in the Patrol Division immediately. He stated the patrol officers will be required to do more investigation work, and there is a need to do some training. Assistant Chief Ruszkowski noted that currently patrol officers compose 62% of the force, but the Chief would like to see that number at 65 %, and someday as much as 70 %. Chief Teachman added patrol officers will be required to do the investigative work they normally would turn over to the Detective Division. - Resignation — Police Department Chief Teachman stated that due to his legal issues, Patrolman Jeff McKee has offered his resignation. He noted the Police Department has and will continue to offer counseling assistance. - Holiday Schedule — Police Department Attorney Cory Hammel stated the changes to the schedule of the Police Officers who work five (5) days on and two (2) days off reflect the changes to the City non - bargaining employee schedule set by the Common Council. He noted they have added a floating holiday and removed Good Friday as a holiday. - Monthly Statistical Analysis — Police Department Police Chief Teachman stated these statistics reflect the 2013 year end accounting. He noted they show a 2% increase overall in the Part One crime statistics. Chief Teachman stated motor vehicle theft continues to skyrocket due to keys left in the ignition in the majority of cases. He stated by the old definition, rape shows a .5% increase, but based on the new definition, the statistics are much higher. He informed the Board that under larceny, they are looking at what kinds of items are being stolen. He noted they are looking closely at pawn shops and they recently purchased software "Leads on Line" for pawn shop tracking which has already helped identify stolen merchandise. Chief Teachman stated once the Common Council approves an Ordinance before them, all vendors will be required to use the software for reporting of pawned items, including scrap metal dealers. He noted he expects the Council to pass the Ordinance on January 27, 2014. Chief Teachman stated robbery is being addressed by the purchase of license plate reader technology. He noted all stolen vehicles are put into a data base. The license plate readers have cameras that read license plates and send alerts when stolen numbers are recognized. He noted the technology has a problem with reading States, and gives false alarms if the number matches local numbers, but are not an Indiana plate. Chief Teachman noted that yesterday Police recovered a vehicle stolen from a car- jacking that wouldn't have happened without this technology. Chief Teachman stated they continue to track gunshot victims and six (6) individuals were shot in December of 2012, and eight (8) in December, 2013. He stated the total for 2012 was eighty -five (85) compared to seventy -seven (77) in 2013. Chief Teachman noted that most are identified by people calling in to report gunshots. Mr. Jones asked what a silver alert is. Chief Teachman stated a silver alert is for missing elders, much like the amber alert used for missing children. - Quarterly Report for Specialized Schools — Police Department Chief Teachman noted they are exploring other training opportunities for middle management, not just for upper management. He stated he discovered the Innovation Center, a division of Memorial Hospital that offers a two day course on thinking outside of the box. He noted that is totally outside of the thinking in the Police Department which has a process in place for most situations and if PUBLIC AGENDA SESSION JANUARY 15, 2014 unsuccessful, officers are not encouraged to think outside the box. He noted the Police Department needs to encourage it. Chief Teachman informed the Board that roll -call training continues to increase and improve. - Application and Declaration for Retirement — Fire Department Fire Chief Stephen Cox stated Captain Robert Severeid is retiring after eighteen (18) years on the department. He noted his is a disability retirement, and he is retiring in good standing. Chief Cox stated there are three more individuals currently signed up for the drop program over the next several months, and a significant amount of seniority is being lost. Chief Cox stated training will be moved to the new Fire Training Center once it is completed. He informed the Board the next recruit training class will have ten (10) recruits in it. Chief Cox explained that the Fire Department doesn't have an academy like the Police Department and all training is done in- house. He added there have been many discussions about creating a regional training center here, but the financial contributions never materialized so it is being kept as the South Bend Fire Training Center. The intent, he noted, is to build it and see if they come. Chief Cox stated he has had discussions with the Common Council on creative financing to create a regional center, but his priority is that this is a place to provide excellent training to individuals risking their lives to save lives. Chief Cox noted the City is providing a valuable service to the citizens of the community with the Fire Training Center. Mr. Taylor agreed and stated it will save funds to not have to send individuals out for training, and bringing in trainers to get training will also save money. He noted the State has offered to help funding for CPAT training. Chief Cox added the State Fire Marshall is looking at other ideas to bring in training that has the potential to be a money maker and offers the opportunity for the Fire Department to take part in this training. Chief Cox concluded that the new Training Center could potentially change the culture of the entire department, noting that in the past the Fire Department had no facility to train at. - Commendation — Fire Department and Police Department Chief Cox stated that on Christmas Eve a call came in of a man down on the floor on the 9th floor of an apartment building. He noted dispatch forced entry to the locked door and found a despondent man on the balcony wanting to end his life. When he leaned out, Captain Dave Pritz and Patrolman Kyle Dombrowski acted quickly, grabbing him and pulling him in, saving his life. Assistant Chief Scott Ruszkowski noted this was on an icy balcony and the gentleman was very large. Chief Cox added it was a recipe for disaster with a parking lot down below. - Quarterly Travel and Training Report — Fire Department Chief Cox explained that this report includes travel out of town to inspect and pick -up an apparatus, not just travel for training. He also made note of Ambulance Billing training in Pennsylvania for Kelly Nardini, who is in charge of the office for EMS billing. Chief Cox noted the training and leadership of Ms. Nardini has increased ambulance reimbursements tremendously, and all of the ladies in the office have gone through national certification which provides them information on how the Fire Department can improve their recovery. He stated they rotate training, sending one or two employees at a time. Chief Cox informed the Board that the Fire Department has been updating their Fire apparatus fleet, which has not been done since 2003. He stated two trucks being replaced are over thirty (30) years old. Chief Cox stated they are replacing one with a very slightly used ladder truck at a third of the cost of new ladder truck, saving over $600,000.00. He added the Board of Works approved another used truck purchase at their meeting yesterday, saving the Fire Department $100,000.00. Board President Laura Vasquez, and Board Members Eddie Miller, Luther Taylor, John Collins, and Daniel Jones were present. Also present were Police Chief Ronald Teachman, Assistant Police Chief Scott Ruszkowski, Fire Chief Stephen Cox, and Attorney Cory Hamel. The meeting was held in the Board Conference Room, 13" Floor, County City Building, South Bend, Indiana. APPROVE MINUTES OF PREVIOUS MEETINGS Upon a motion by Mr. Miller, seconded by Mr. Collins and carried, the Board approved the Minutes of the Public Agenda Session, Executive Session, and Regular Meetings of December 18, 2013 with two corrections noted. ELECTION OF 2014 BOARD OF SAFETY PRESIDENT Mr. Collins nominated Ms. Laura Vasquez for the position of President of the Board of Safety for 2014. Ms. Vasquez accepted the nomination and upon a motion by Mr. Collins, seconded by Mr. Taylor and carried, Ms. Laura Vasquez was elected President of the Board of Safety for 2014. REGULAR MEETING JANUARY 15, 2014 4 POLICE DEPARTMENT ACCEPT AND APPROVE APPLICATION FOR RETIREMENT — DEREK DIETER Police Chief Ronald Teachman submitted to the Board the Application and Declaration for Retirement for Patrolman Derek Dieter effective February 8, 2014. Chief Teachman noted that he has served the Department with loyalty and distinction during the last thirty -six (3 6) years, and one (1) month. Chief Teachman joined the Board in thanking him for his commitment, dedication and years of distinguished service to the South Bend Police Department and the citizens of South Bend. Upon a motion made by Mr. Miller, seconded by Mr. Collins and carried, the application for retirement was accepted and approved. ACCEPT AND APPROVE APPLICATION FOR RETIREMENT — DAVID HECKLINSKI Police Chief Ronald Teachman submitted to the Board the Application and Declaration for Retirement for Captain David Hecklinski effective February 19, 2014. Chief Teachman noted that he has served the Department with loyalty and distinction during the last thirty -eight (3 8) years, two (2) months, and four (4) days. Chief Teachman joined the Board in thanking him for his commitment, dedication and years of distinguished service to the South Bend Police Department and the citizens of South Bend. Upon a motion made by Mr. Miller, seconded by Mr. Collins and carried, the application for retirement was accepted and approved. ACCEPT AND APPROVE APPLICATION FOR RETIREMENT — SHERRI TAYLOR Police Chief Ronald Teachman submitted to the Board the Application and Declaration for Retirement for Lieutenant Sherri Taylor effective February 14, 2014. Chief Teachman noted that she has served the Department with loyalty and distinction during the last thirty -two (32) years, nine (9) months, and seventeen (17) days. Chief Teachman joined the Board in thanking her for her commitment, dedication and years of distinguished service to the South Bend Police Department and the citizens of South Bend. Upon a motion made by Mr. Miller, seconded by Mr. Collins and carried, the application for retirement was accepted and approved. ACCEPT AND APPROVE APPLICATION FOR RETIREMENT — IAN MCQUEEN Police Chief Ronald Teachman submitted to the Board the Application and Declaration for Retirement for Detective Sergeant Ian McQueen effective February 14, 2014. Chief Teachman noted that he has served the Department with loyalty and distinction during the last twenty -six (26) years, six (6) months, and eleven (11) days. Chief Teachman joined the Board in thanking him for his commitment, dedication and years of distinguished service to the South Bend Police Department and the citizens of South Bend. Upon a motion made by Mr. Miller, seconded by Mr. Collins and carried, the application for retirement was accepted and approved. ACCEPT AND APPROVE RESIGNATION — JEFF MCKEE In a letter to the Board, Police Chief Ronald Teachman advised he is in receipt of a letter of resignation from Patrolman Jeff McKee in which he tenders his resignation from the South Bend Police Department, effective December 20, 2013. Chief Teachman stated in his letter that Patrolman McKee was sworn on the South Bend Police Department on March 14, 2007. Upon a motion made by Mr. Miller, seconded by Mr. Collins and carried, the letter of resignation was accepted and approved. ADOPT RESOLUTION NO. 02-2014 - A RESOLUTION OF THE BOARD OF PUBLIC SAFETY OF THE CITY OF SOUTH BEND INDIANA -ESTABLISHING THE 2014 HOLIDAY SCHEDULE FOR THE SOUTH BEND POLICE DEPARTMENT Upon a motion by Mr. Miller, seconded by Mr. Collins and carried, the following Resolution was approved by the Board of Public Safety: RESOLUTION NO. 02-2014 A RESOLUTION OF THE BOARD OF PUBLIC SAFETY OF THE CITY OF SOUTH BEND, INDIANA ESTABLISHING THE 2014 HOLIDAY SCHEDULE FOR THE SOUTH BEND POLICE DEPARTMENT WHEREAS, the Board of Public Safety of the City of South Bend, Indiana, is empowered by law to establish rules and regulations for the South Bend Police Department; and REGULAR MEETING JANUARY 15, 2014 5 WHEREAS, it is in the interest of the City of South Bend that the Police Department holidays be set with certainty. Bend: NOW, THEREFORE, BE IT RESOLVED by the Board of Public Safety of the City of South SECTION I. SECTION III. That for all sworn police officers who are assigned to work as their regular work schedule, 6 days on and 3 days off, there shall be no paid holidays. NOVEMBER, AND DECEMBER 2013 Lieutenant Mattie Taylor, Training Division, South Bend Police Department, submitted to the Board a written Quarterly Report for Specialized Training for the period of October, November, and December 2013. The report indicated the specialized training attended; the names of the officers who attended; and the associated costs. There being no questions concerning this report, the Quarterly Report for Specialized Training as submitted was accepted and filed. FIRE DEPARTMENT ACCEPT AND APPROVE RETIREMENT — ROBERT SEVEREID Fire Chief Steve Cox submitted to the Board the Application and Declaration for Retirement for Captain Robert Severeid effective January 7, 2014. Chief Cox noted that Captain Severeid was appointed to the Fire Department on March 29,1995 and has served the Department with loyalty and diligence. Chief Cox joined the Board in thanking him for his commitment, dedication and years of distinguished service to the South Bend Fire Department and the citizens of South Bend. Upon a motion made by Mr. Taylor, seconded by Mr. Collins and carried, the application for retirement was accepted and approved. APPROVE COMMENDATION — DAVID PRITZ AND KYLE DOMBROWSKI Fire Chief Stephen Cox submitted a request for a commendation to be presented to Captain David Pritz and Patrolman First Class Kyle Dombrowski for meritorious service on behalf of the citizens of the community. Upon a motion by Mr. Taylor, seconded by Mr. Collins and carried, the following commendation was accepted and approved. Chief Cox read the following commendation, noting that Patrolman Kyle Dombrowski was not able to be present due his work shift: Commendation for Captain David Pritz and Patrolman First Class Kyle Dombrowski WHEREAS, the Board of Public Safety wishes to issue commendations to individuals that perform meritorious service on behalf of the citizens of this community, and; WHEREAS, such service shall be recognized by the Board of Public Safety and appropriate commendation shall be presented to the individuals performing said meritorious service; NOW, THEREFORE, BE IT RESOLVED, that commendation be given to: Captain David Pritz and Patrolman First Class Kyle Dombrowski WHEREAS, at approximately 3:30 AM on the 24th of December, 2013, emergency crews were dispatched to a medical emergency call for a patient that had fallen and was possibly unconscious. South Bend Fire Department units Engine 1 and Medic 2 were dispatched along with South Bend Police Department Patrolman First Class Kyle Dombrowski. The dispatch location was for an apartment on the 9" floor of a high -rise apartment building. After crews were able to gain REGULAR MEETING JANUARY 15. 2014 access to the interior of the apartment, it was apparent that their patient had not fallen, but instead was sitting on the railing of his outside balcony with his feet resting on a chair. The patient appeared visibly upset and anxious, stating that he was prepared to jump to end his life. Captain Pritz and Officer Dombrowski attempted to talk the patient into coming down from the railing and seeking medical treatment. The patient stated that although he didn't really want to jump, he didn't have anything to live for. At this time, the patient looked out and downward and began to lean towards the parking lot. Acting without hesitation and without regards to their own personal safety, Captain Pritz and Officer Dombrowski rushed to grab the patient and pull him away from the railing and secure him on the floor of the balcony until other officers were able to assist. The patient was transferred to a waiting ambulance and delivered to a local hospital for further treatment. WHEREAS, the vigilance, quick action, and heroic efforts of these individuals are directly responsible for saving this man's life and preventing any other potential loss of life or injury from this incident. BE IT FURTHER RESOLVED that David Pritz and Kyle Dombrowski be commended and recognized for their quick actions, dedication, and professionalism. Their actions reflect highly upon themselves, the South Bend Fire and Police Departments respectively, and the City of South Bend. Awarded this 15th day of January, 2014. That for all firefighters who work 24 -hour shifts, Critical Duty Days are as set forth in Article 25 of the Collective Bargaining Agreement for the year 2014, which is in force in 2014 per Article 33 of the Agreement. The report summarizes travel and training expenditures for the South Bend Fire Department personnel during this quarterly period. In his letter, Chief Cox stated that training is essential to all aspects of fire service and it is necessary to remain abreast of the most current firefighting technologies and emergency medical services. There being no questions concerning this report, the Quarterly Report for Travel and Training Expenditures was accepted and filed. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — DECEMBER 2013 Fire Chief Stephen Cox submitted to the Board the monthly report for December 2013 compiled by the Prevention/Inspection Bureau of the Fire Department, Chief Cox stated that beginning January 1, 2014, the Fire Department will do a breakdown of investigations of fires, in place of arson statistics. He noted arson tracking is actually a law enforcement duty. Ms. Vasquez stated if there were no objections, the Board would accept the report for filing as presented. Taylor Sr. Training Center, named after Board Member and former Fire Chief Luther Taylor, has a tentative opening date of February 28, 2014 and invited Board members to attend. Mr. Collins stated he would like to take this opportunity to welcome the Board of Safety's newest member, Mr. Daniel Jones.
