ST. LOUIS AND 616 E. WASHINGTON IN THE CITY OF SOUTH BEND, INDIANA BE IT ORDAINED By the Common Council of the City of South Bend, INDIANA: SECTION I. Ordinance No. 4990-68, as amended, which ordinance is commonly known as the Zoning Ordinance of the City of South Bend, Indiana, be and the same hereby is amended in order that the zoning classification of the following described real estate in the City of South Bend, St. Joseph County, State of Indiana: 109 S. St. Louis East 115.5 feet Lots 177 and 178 and the North 33 and East 120 feet of Lot 179 Samuel L. Cottrell's Addition and 616 E. Washington A lot or parcel of land 49 %2 feet in width, East and West, taken off of and from the entire width of the West ends of Lots Numbered One Hundred Seventy-seven (177) and One Hundred Seventy-eight (178) as shown on the recorded Plat of Samuel L. Cottrell's First Addition to the Town of Lowell, now within and and a part of the City of South Bend, excepting there from a strip of land 12 feet in width, North and South, taken off of and from the entire width of the South and thereof. Be and the same is hereby established as PHC Professional Health Care classifications. SECTION II. Washington Street, City of South Bend - APC #2054-01 Dear Council Members: The above referenced ordinance and site development plan of Memorial Hospital of South Bend, Inc. and Environmental Health Lab. was legallyy advertised February 8, 2001. The Area Plan Commission at its public hearing on February 20, 2001, took the following action: Upon a motion by John DeLee, being seconded b Dave McKee and unanimously carried, the proposed ordinance and site development plan o~Memorial Hospital of South Bend, Inc. and EEnvironmental Health Laboratories to zone from "B" Residential, "B" Height and Area to "PHC" Professional/Health Care, property located at 109 S, St, Louis Boulevard and 616 E. Washington Street, City of South Bend is sent to the Common Council with a favorab~e recommendation, subject to a final site development plan. It is the Commission's opanion that the "PHC" Professional/Health Care zoning for this property would create a buffer between the "C" Commercial zoning district located to the south and west and the residential neighborhood to the north and east. The deliberations of the Area Plan Commission and points considered in arriving at the above decision are shown in the minutes of the public heanng, and will be forwarded to you at a later date to be made a part of this report. St, Louis Boulevard, and 616 E. Washington City of South Bend REQUESTED ACTION: The petitioners are requesting a zone change from "B" Residential, "B" Height and Area to "PHC" Professional/Health Care to allow general offices, fitness center for employees only, storage, and record retention supporting their adjacent corporate offices. EXISTING LAND USE: The property contains a vacant office building and a residential structure. SURROUNDING LAND USE AND ZONING: Located to the north are single-family homes and a duplex zoned "B" Residential, "b" height and area; to the east across St. Louis Avenue are single-family homes and an office zoned "B" Residential, "B" height and area; to the south is a single-family residence zoned "B" Residential, "B" Height and Area, and to the west are office buildings zoned "C" Commercial, "E" height and area. ACCESS: Access to the site is from both Washington Street and St. Louis Boulevard. WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. DRAINAGE: The drainage has been addressed by the petitioner. SITE DATA: The total site to be rezoned is 25,265 square feet. Of that, the buildings will occupy 4,601 square feet, or 18 percent of the site; the parking and drives will occupy 16,328 square feet, or 65 percent of the site; and 4,336 square feet or 17 percent of the site will remain as open space. ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no public wells, flood hazards, wetlands or environmental hazard areas are present. SITE PLAN• AGENCY COMMENTS• PRELIMINARY STAFF RECOMMENDATION: The site plan is preliminary. Based on information available prior to the public hearing, the staff recommends that this petition be sent to the Common Council with a favorable recommendation. It is the staff's opinion that the "PHC" Professional/Health Care zoning for this property would create a buffer between the "C" Commercial zoning district located to the south and west and the residential neighborhood to the north and east.
