ORDINANCE NO. 4778 -65
An Ordinance of the City of South Bend, Indiana
appropriating the sum of ONE MILLION FIVE HUNDRED
THOUSAND DOLLARS ($1,500,000) for the acquisition
of land as a site or sites for, and the construction,
furnishing and equipment of, a building or buildings
as a centralized city facility to house various depart-
ments, offices and branches of city government and
also to provide for the housing and maintenance of
city equipment of the City of South Bend, Indiana;
together with the incidental expenses in connection
with the foregoing and'on account of the issuance of
bonds therefor and declaring that an extraordinary
emergency exists for the expenditure of said funds.
WHEREAS, the Board of Public Works and Safety of the City of South Bend,
Indiana has found that it would be for the best interests of said City and its
citizens to provide funds for the acquisition of land as a site or sites for,
and the construction, furnishing and equipment of, a building or buildings as
a centralized city facility to house various departments, offices and branches
of city government and also to provide for the housing and maintenance of city
equipment of the City of South Bend, Indiana; together with the incidental
expenses in connection with the foregoing and on account of the issuance of
bonds therefor in the approximate amount of ONE MILLION FIVE HUNDRED THOUSAND
DOLLARS ($1,500,000); and
WHEREAS, the Board of Public Works and Safety has filed a request for
an appropriation in the amount of ONE MILLION FIVE HUNDRED THOUSAND DOLLARS
($1,500,000) for said purposes, which request has been approved by the City
Controller with the recommendation that the funds necessary to cover such
appropriation be obtained by the issuance and sale of general obligation bonds
of the City; and
WHEREAS, a petition has been filed under the provisions of Chapter 119
of the Acts of 1937, as amended, by more than fifty (50) owners of taxable real
estate in the City of South Bend, Indiana requesting the Common Council to issue
bonds in an amount not exceeding ONE MILLION FIVE HUNDRED THOUSAND DOLLARS
($1,500,000) for the purpose of procuring funds to be applied on the cost of
the projects hereinbefore described; and

WHEREAS, the Council now finds that an extraordinary emergency exists
for the expenditure of more money for the current year than was set out in
detail in the published budget and that the acquisition of such land and the
construction, furnishing and equipment of such buildings is necessary in order
to protect the well -being and the property of its citizens and will be of
general benefit to the entire City and its citizens; and
WHEREAS, the Council now finds that the City has no funds available
or provided for in the existing budgets and tax levies which may be applied on
said projects, making it necessary to authorize the issuance of bonds of the
City in order to procure such funds, and that an extraordinary emergency exists
for the making of the additional appropriation hereinafter set out; NOW, THEREFORE:
BE IT ORDAINED By THE COMMON COUNCIL OF THE CITY OF SOUTH BEND:
Section 1. That the sum of ONE MILLION FIVE HUNDRED THOUSAND DOLLARS
($1,500,000) be, and the same is, hereby appropriated out of the proceeds of the
bonds designated as "Municipal Bonds of 1965", heretofore authorized to be issued
to provide funds for the acquisition of land as a site or sites for, and the
construction, furnishing and equipment of, a building or buildings as a centralized
city facility to house various departments, offices and branches of city govern-
ment and also to provide for the housing and maintenance of city equipment of the
City of South Bend, Indiana; together with the incidental expenses in connection
with the foregoing and on account of the issuance of bonds therefor.
Section 2. This ordinance shall be in full force and effect from and
after its passage and signing by the Mayor.

places in the City of South Bend, Indiana a copy of the notice to taxpayers of
a public hearing to be held on the�day of JAIV 1965 on the matter of
the appropriation of the sum of ONE MILLION FIVE HUNDRED THOUSAND DOLLARS
($1,500,000) to provide funds for the acquisition of land as a site or sites
for, and the construction, furnishing and equipment of, a building or buildings
as a centralized city facility to house various departments, offices and branches
of city government and also to provide for the housing and maintenance of city
equipment of the City of South Bend, Indiana; together with the incidental
expenses in connection with the foregoing and on account of the issuance of
bonds therefor. Said appropriation is in addition to all existing appropriations
provided for in the existing budgets, and funds to meet the proposed appropriation
are to be provided by the issuance of bonds. Said notice was in the form attached
hereto and was posted in the following places:
1. The main hall of the City Administration Building.
2. The East entrance hall of the St. Joseph County Court House,
3. The main hall at the Park Administration Building.
