The Parks Department believes that the costs of construction will be approximately $755,000 and wishes to award bids for this construction. The City's capital expenditure appropriations ordinance for fiscal year 2001 (Ordinance 9196-01) provided for a portion of the construction and related costs, i.e., a total of $150,000, to be paid $120,000 from Parks and Recreation Fund (#201) and $30,000 from Parks Non-Reverting Capital Fund (#405). The balance was expected to be paid by private contributions raised by the Potawatomi Zoological Society (Society). To date the Society has raised cash of $492,000 which has been transferred to Parks and Recreation Fund #201. Additionally, the Parks Department has expended about $72,000 of its appropriation for architect fees and equipment costs related to the veterinary hospital project. The Society expects to receive more contributions sufficient to pay all but $150,000 of the veterinary hospital construction costs. However, to award bids on construction, the City must have funds available to cover the temporary gap between expected construction costs of $755,000 and the $492,000 presently raised by the Society plus the Parks Department's remaining available appropriated funds of $78,000, i.e., a gap of $185,000. The Coveleski Stadium Capital Fund (#401) has idle funds which may be transferred to the Parks and Recreation Fund for purposes of assuring payment of the construction costs of the veterinary hospital project. These borrowed funds will be paid back with interest to the Coveleski Stadium Capital Fund from private contributions made to the Potawatomi Zoological Society. To assure the availability of all necessary construction funds the City Controller should transfer $185,000 from the Coveleski Stadium Capital Fund (#401) to the Parks and Recreation Fund (#201) and appropriate those funds plus the $492,000 transferred to Fund #201 from the Potawatomi Zoological Society for purposes of the Potawatomi Zoo veterinary hospital construction. These funds together with the remaining $78,000 previously appropriated from Parks Department Funds will cover the expected construction costs of the hospital. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND AS FOLLOWS: Section I. The sum of $185,000 is ordered set apart from the Coveleski Stadium Capital Fund (#401) and temporarily transferred to the Parks and Recreation Fund (#201), to be set apart therein and used for construction of an animal hospital for the Potawatomi Zoo. Section II. The transfer authorized in Section I above shall be made for a period of time not to extend beyond December 31, 2001, and all transferred funds shall be returned and repaid with interest to the original fund from which they were transferred. Section III. The sum of $677,000 is appropriated from Fund (#201) (Building Improvement Account # 201-1101- 452- 4202) representing the sum of $492,000 received from the Potawatomi Zoological Society plus the additional sum of $185,000 transferred from the Coveleski Stadium Capital Fund (#401) to Fund #201 to be used for the cost of constructing the veterinary hospital for the Potawatomi Zoo. Section IV. St. Clair veterinary hospital. 299-4765 Dear Council Members: Administrative Director Betsy Harriman This ordinance, appropriating a total of $677,000, is being submitted to the 235-5596 Common Council for consideration and approval. Sources for the appropriation are money from the Coveleski Stadium Capital Fund 401 and money that was Director of Concessions deposited by the Potawatomi Zoological Society into a city account. Matthew Moyers This ordinance will allow for the timely construction of a new veterinary hospital 299-4765 for the Potawatomi Zoo. This new hospital is essential in maintaining accreditation by the American Zoo and Aquarium Association and is critical to .Maintenance Superintendent providing continued excellent care to the zoo's 550 animals. A. Michael Dyszkiewicz 235-9414 Passage of this ordinance will allow the parks department to award a contract to the low bidder for the construction of the hospital. The low bid appears to be Forester $755,000. Funding of the bid will come from this ordinance's appropriation of Brent Thompson $677,000 ($492,000 from the Zoological Society and $185,000 from the 235-9414 Coveleski Stadium Capital Fund 401). The difference will be funded by $78,000 . remaining in the parks department account appropriated earlier for this hospital.
