William & Lafayette Conceptual Design Development
Date: September 2, 2008
Attached is a proposal from Wightman Petrie to provide conceptual design development for
the implementation of Two-Way Traffic on William Street & Lafayette Boulevard. As part of
the master planning related to Coveleski Park, the implementation of two way traffic
patterns on William and Lafayette has become a key element related to circulation and flow
in, out and through the area. The work area will be from LaSalle/Lincolnway on the north to
south of Western and will also create designs for all of the east-west connectors in that
corridor. The purpose of this planning work at this time is to help develop a financially
implementable concept that can be incorporated into new development proposed for project
sites within the planning area.
The proposal is in the amount of $8,240.00. Staff requests approval for this proposal.

CONCEPTUAL DESIGN DEVELOPMENT
Dear Bill:
Wightman Petrie is pleased to submit this proposal for the conceptual design along William
Street and Lafayette Street in the City of South Bend.
It is our understanding that the City of South Bend would like to develop streetscape design
concepts indicating roadway striping.. street trees and pedestrian crosswalks along William
Street starting at Coveleski Stadium and extending to the intersection of Lincolnway. These
concepts will incorporate the Lafayette Street designs that we have already completed and
presented to you. We will also review the various cross streets within the project limits to
determine possible improvements related to the adjoining streets.
It is our intention to have a conceptual plan/master plan completed within two weeks.
Based on the City's request for conceptual design, we are proposing the following menu of
services:
Task 1 -Conceptual Plan
1. Conduct a site visit with the project team to verify and identify site constraints and to
measure the various widths of roads and sidewalks.
2. Utilize existing GIS information as a base plan.

3. Prepare up to three (3) conceptual plans including, but not limited, roadway striping,
sidewalks, medians, landscaping, safe pedestrian crossings of cross streets and
pedestrian connections to adjacent land uses including Coveleski Stadium.
4. Attend up to two (2) meetings with the City of South Bend to discuss conceptual
plans and obtain input.
ESTIMATED CONCEPTUAL PLAN FEES $8,240.00
Be assured that all of the above will be delivered In a continuously timely manner with the timetable
of the project held foremost. As you know, Wightman Petrie guarantees the best possible product
provided in the most effcient manner and accordingly will strive to reduce costs wherever possible.
If the project is ongoing, our services will be billed monthly.' Our monthly statements will include
a 1.5% fuel surcharge. Payment is due upon receipt of our invoice. Work can be suspended on
any account which is 35 days past due until the account is paid in full. (18% annually) If you
have any questions or comments concerning our services or charges during the course of the
work, please bring them to our attention immediately so that any problem can be resolved
quickly.
