AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND
APPROPRIATING $6,900 FROM THE ECONOMIC DEVELOPMENT FUND (#212) TO
PROVIDE LEAD-SAFE WORK PRACTICES TRAINING
STATEMENT OF PURPOSE AND INTENT
The City applied for and was awarded certain grant funds from the US Department of
Housing and Urban Development (HUD) in order to provide training to contractors and landlords
in standard "lead-safe work practices" as required by new HUD regulations (24 CFR Part 35) which
became effective January 10, 2002. The funds which will be deposited into Economic Development
Fund #212 are appropriated herein to help underwrite the cost of training approximately ninety (90)
contractors and landlords who receive federal funds to either rehabilitate housing or operate and
maintain rental properties. This training will help increase the community's ability to comply with
24 CFR Part 35, as well as reduce the risk of dangerous lead exposure to both those doing the
rehabilitation or maintenance work and those who live in the housing units being worked on.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana:
Section I: The sum of $6,900 is hereby appropriated and allocated within Economic
Development Fund #212 as set forth below:

Section II: This ordinance shall be in full force and effect from and after its passage by the
Common Council of the City of South Bend and approval by the Mayor.

The attached ordinance will appropriate grant funds awarded by The National Center For Lead-
Safe Housing acting on behalf of the U. S. Department of Housing and Urban Development
(HUD) to the City of South Bend to provide training to contractors and landlords in lead-safe
work practices. These funds will be deposited into, and expended from, Fund 212.
George Adler, the project manager for this activity, will be present to answer any questions at the
Council meeting on January 14"' .
