STATEMENT OF PURPOSE AND INTENT The Historic Preservation Commission of South Bend & St. Joseph County has petitioned for the designation of the following described structure and real property as an Historic Landmark pursuant to Ordinance No. 5565-73, as amended to wit: Lot 20 of the Studebaker & Hines Subdivision of Bank Out Lot 80, South Bend, Indiana The Historic Preservation Commission of South Bend and St. Joseph County have recommended the designation of the property as an Historic Landmark. NOW, THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: Section 1. The property located at 1313 Liston is here by, as amended designated and established as an Historic Landmark under Ordinance No. 5565-73. Section 2. This ordinance shall be in full force and effect from and after its passage by the Common Council, approval by the Mayor and its publication. Frank and Adele Domke purchased the land from John M. Studebaker in 1900, but continued to reside elsewhere until Franks death in 1910. Frank Domke, blacksmith for the Studebaker Brothers, was born in Laporte in 1865 and married Adele in 1889. Upon his death at age 47, Adele began construction on a Queen Anne style house located at 1313 Liston. Mrs. Domke resided in this new house until her death in 1948. Just prior to her passing, Adele sold the house to her daughter, Clara Cordtz and her husband James. Mr. Cordtz was a production manager for the Oliver Corporation, he and Clara resided at this address until 1983 when it was sold to Eric and Gloria Craig. Mr. Craig, a computer programmer, owned the house until 1994 when he sold it to William and Sherrie Mullett, who in turn sold it to the current owner, Cheryl King, in 1998. ARCHITECTURAL DESCRIPTION This property is described as lot 20 Studebaker & Hines Subdivision of BOL 80. It is located on the north side of Liston Street between Studebaker and Chestnut Streets. This is a two and a half story house with an irregular plan, brick foundation and one off center brick and corbled chimney. The roof is a combination gable and hip with asphalt shingles, fascia boards and eave returns. The siding is wood clapboard with molded stringcourse between stories, entablature and diamond shaped wood shingles in gables and small eyebrow type protrusions over gable windows. The windows are mostly one over one wood double hung with a few fixed pane windows and one large picture window in first floor front facade. All windows have wood trim and simple hoods. The house also boasts afull-length front porch with brick piers and Doric columns. RECOMMENDATION Based on the Historic Preservation Commission's Local Landmark Criteria's adopted by the Common Council, the site and structure at 1313 Liston Street should be recommended to the Common Council for designation as a Local Landmark by the Historic Preservation Commission. The building meets three of the criteria: 1) Its embodiment of elements or architectural design, detail, material or craftsmanship which represents an architectural characteristic or innovation; 2) Its suitability for preservation; 3) Its identification with the life of a person or persons of historical significance. ~~~~~ ~ j, ~oo~ ~ R r.R~ 2 ~or,~rr1.+.~~,~~'_ car: ca.cacw su. c:=::~, ;-,` , The site and structure fulfills criteria #1 as an excellent example of the Queen Anne style of architecture, which was very popular in this area during the late 1800s and early 1900s. The structure is rated an S/11 in the Indiana Historic Sites and Structures Inventory. The site and structure fulfills criteria #2 by the integrity of its original construction with virtually no changes. The house under went extensive restoration after the 1979 survey, which returned it to its original Queen Anne splendor. At its Public Hearing held on July 16, 2001, the Historic Preservation Commission recommended designation of this property to the Common Council.
