STATEMENT OF PURPOSE AND INTENT The Historic Preservation Commission of South Bend & St. Joseph County has petitioned for the designation of the following described structure and real property as an Historic Landmark pursuant to Ordinance No. 5565-73, as amended to wit: Lot 207 of the Park Addition to Navarre Place, South Bend, Indiana The Historic Preservation Commission of South Bend and St. Joseph County have recommended the designation of the property as an Historic Landmark. NOW, THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: Section 1. The property located at 333 Tonti is here by, as amended designated and established as an Historic Landmark under Ordinance No. 5565-73. Section 2. Shortly after completing construction of this Dutch Colonial style house Mr. Strickland sold it to Henry Oest who in turn sold it to Deputy Attorney, Paul Paden in 1923. Mr. Paden sold the property in 1926 to its first residents, Leo and Adelia Cook. Mr. Cook was born in Elkhart in 1895 and married Adelia Fitzgerald in 1925. Leo graduated from Notre Dame in 1918 and began practicing law in South Bend in 1919. He also served as Deputy Prosecutor from 1942 to 1947. Mr. Cook resided at this address until his death in 1965 at age 69; his wife sold the property a year later to Donald and Georgia Tagmeyer Jr. Donald, a meat manager at Kroger, only owned the house for a year, selling it in 1967 to Donald and Gail Miller. Mr. Miller was a teacher at St. Mary's College, he and his wife lived in this house for twenty-four years, eventually selling it in 1991 to the current owner, Sophia Jordan. Ms. Jordan retains ownership although she moved to Chicago two years ago. ARCHITECTURAL DESCRIPTION This property is described as lot 207 Park Addition to Navarre Place. It is located on the north side of Tonti Street between Iroquis and N. Lafayette Streets. This is a two-story Dutch Colonial Revival Style house with a square plan, concrete foundation and exterior brick chimney. It has a gambrel roof with shed roof dormers that have soffit overhang and fascia. The roof also has asphalt shingles and a skirt roof over first story. The full front porch has a flat roof, with exposed rafter ends, brick piers, brick base walls and concrete steps. The walls are brick throughout the first story and clapboard in the second story. The windows are six over one double hung with lip mold lintels and one half moon window in the front facade top peak. The property also contains a single stall garage with clapboard siding and gable roof, located to the rear of the property. RECOMMENDATION Based on the Historic Preservation Commission's Local Landmark Criteria's adopted by the Common Council, the site and structure at 333 Tonti Street should be recommended to the Common Council for designation as a Local Landmark by the Historic Preservation Commission. The building meets three of the criteria: 1) Its embodiment of elements or architectural design, detail, material or craftsmanship which represents an architectural characteristic or innovation; 2) Its suitability for preservation; ~.~ 3) Its identification with the life of a person or persons of historical sgnificance~~.a ~,+~ ~, ^~~~, S bL~~A ~ ;; ?009 2 ~~ F LC :'~ J.:z'1:.; The site and structure fulfills criteria #1 as an excellent example of the Dutch Colonial style of architecture, which was very popular in this area during the 1920s. The structure is currently rated a C/9 in the Indiana Historic Sites and Structures Inventory, but could be easily re-rated to an S/11. The site and structure fulfills criteria #2 by the integrity of its original construction with virtually no changes in the past eighty years.
