In the appropriation ordinance, deficit categories are either being balanced by increasing and decreasing the appropriation within the fund or if that is not possible, the fund must use its cash balance to cover the deficit. In the transfer ordinance, all deficits are covered by transferring balances from one category to another. Please feel free to call me if you have any questions.
