2013 Annual Report of the Community Investment
Committee of the South Bend Common Council

Community Investment Committee
This Annual Report is filed as a requirement of Section 2 -10 (i) of the South Bend Municipal
Code which calls for a report from the Chairperson of each of the Council's Standing Committee
by the 2nd Monday in December.
Duties:
The Community Investment Committee is charged with the following duties pursuant to Section
2 -10 of the South Bend Municipal Code:
"Oversees the various activities of the Department of Community Investment. This
Committee reviews all real and personal tax abatement requests. "
2013 Committee Members and Number of Committee Meetings:
The member of the Community Investment Committee this year include Henry Davis, Jr. who
serves as Vice - Chairperson, Valerie Schey, Dr. Fred Ferlic, with myself as Chairperson. I
appointed Janeen Crane and Patrick Mullin this year to serve as a citizen members of this
committee.
The Community Investment Committee met twenty (20) times this year.
Community Investment Committee Meeting Topics:
Investment in the City of South Bend and job creation were the primary focal points of the Cl
Committee working with the City Administration. Scott Ford, Executive Director of the
Community Investment Department was invited to the committee's organizational meeting and
highlighted the department's goals and priorities for the committee year. Some of the key
legislative items which furthered those goals and objectives included reviewing and taking
positive actions on the following:

• Bill No. 13 -03 Tax Abatement for 3801 Schafer Great Drive a/k/a 3849 Showerlux Drive
for South Bend Gear
• Interviewing applicants for appointment to the Urban Enterprise Association (UEA)
• Bill No. 13 -19 Tax Abatement for 3340 Douglas Road for Harrington Orthodontics
• Bill No. 13 -20 Tax Abatement for 1902 South Main for General Sheet Metal
• Receiving an update from Greg Lorch of the Chamber of Commerce
• Receiving an update from Greg Jones on the Michiana Science & Technology Center
• Bill No. 13 -41 Tax Abatement for Tampico
• Bill No. 13 -42 Tax Abatement for Tampico Phase II
• Update on City Corridors and the Corridor Revitalization Initiative
• Bill No. 13 -46 Tax Abatement for 773 Pulling
• Bill No. 13 -47 Tax Abatement for 1047 LWE for personal property
• Bill No. 13 -48 Tax Abatement for 1047 LWE for real property
• Bill No.

There is positive momentum being realized by the many action briefly summarized above. With
the overall economy beginning to improve, the City of South Bend working together to bring
new investment and new and expanded jobs to our community should be a top goal in 2014.
