Duties: The Zoning and Annexation Committee is charged with the following duties pursuant to Section 2 -10 of the South Bend Municipal Code: "Oversees the activities related to the Board of Zoning Appeals, recommendations from the Area Plan Commission and the Historic Preservation Commission, as well as all related matters addressing annexation and zoning ". 2013 Committee Members: The member of the Zoning and Annexation Committee this year include Council Member Henry Davis, Jr., who serves as Vice - Chairperson; Valerie Schey and Gavin Ferlic, with myself as Chairperson. Special thanks to Kyle Chamberlin that attended most if not all of the Z & A Committee meetings as a citizen member, along with Marcus Ellison. Meetings and Committee Brochure: This year the Zoning and Annexation Committee met twenty (20) times. We developed and utilized a brochure which outlines the duties of the Z & A Committee and briefly summarizes the criteria set forth in state and /or local law for rezonings, special exceptions, and historic designation requests. The brochure is available on line and in paper format provides valuable information in plain language and continues to be a useful tool. 2013 Zoning and Annexation Committee Annual Report Page 2 Topics Addressed: Zoning requests and special exceptions constituted the majority of the items referred to Committee. Some of those items reviewed and sent with advisory recommendations included: • Bill No. 13 -07 Special Exception 127 W. Washington • Bill No. 13 -08 Special Exception 1107 Mishawaka Avenue • Bill No. 13 -09 Special Exception 819 Oak Street • Bill No. 13 -10 Special Exception 212 -216 S. Michigan Street • Bill No. 13 -11 Special Exception 323 -327 St. Louis Street • Bill No. 63 -13A Rezoning of 1017 W. Indiana, 1627 Kemble, 1531 Kemble • Interviews for openings on the Historic Preservation Commission • Discussion of goals and objectives for the committee • Bill No. 13 -16 Special Exception 2221 Prairie Avenue • Bill No. 13 -24 Special Exception 1047 Lincolnway East • Bill No. 11 -13 rezoning of 3901 Western Avenue • Bill No. 16 -13 Special Exception 3529 Western Avenue • Bill No. 20 -13 Rezoning of 5661 Nimtz Parkway • Bill No. 21 -13 Rezoning of 85 acres by Sample /Prairie • Bill No. 13 -49 Special Exception 1724 S. Main • Various zoning text amendments to Chapter 21 of the South Bend Municipal Code Ideas for 2014: In addition to continuing to have meaningful and informed discussions on all requests referred to the Committee, there are other items which may improve the overall planning and zoning process. For example: • Regular updates and dialogue with the Council and Administration on the short and long - range progress of implementation of City Plan • Discussions on the overall short and long -term goals of the City of South Bend's annexation plans It has been a pleasure to serve as the Chairperson of the Zoning and Annexation Committee. Thanks for all of the hard work by so many to carry out these important planning and zoning tools which are aimed at furthering the best interests of our great city.
